About Management Information (MI)

The Directorate is responsible for the collection, collation and analysis of OHS data from a number of internal and external sources and the subsequent reporting of this information to the rest of Defence. The Directorate also assists with the co-ordination of and advice on ICT support and requirements for the rest of the OHSC branch. To assist with the implementation of the OHS Strategic Plan, the Directorate also has carriage of the OHS Management Information System project.

The Occupational Health Safety Compensation - Management Information Directorate (OHSC-MI) was formed in July 2004 after the transfer of what was known as the Defcare system was transferred from Defence to the Department of Veterans' Affairs. OHSC-MI was tasked with continuing responsibility for the remaining elements of Defcare, which are:

OHSC Management Information - Reporting

The Reporting Team provides access to the OHS, Compensation and Rehabilitation data available to the OHSC Branch. Data is sourced from various internal and external systems and covers Incidents reported via AC563, the Workplace Safety Management System (Inspections, Hazards, Safety Management System Audits), Military Compensation and Rehabilitation (Defcare) and Civilian Compensation and Rehabilitation (Comcare).

The Reporting team makes the data available via various reporting mechanisms, including Cognos cubes for interactive analysis, various standards reports and services ad hoc requests for data extracts or special reports.

Safety Information Management Unit (SIMU)

SIMU is responsible for the collection, entry and analysis of OHS incidents which are reported via the Defence OHS Incident Report (AC563).The AC563 is submitted to SIMU, entered into the DEFCARE incident database and coded in accordance with Type of Occurrence Classification System. Analysis of data from the AC563 assists Defence in identifying key risk areas and aids in the development of preventative strategies.

PMKeys Project

The OHSC PMKeyS Project involves the development of two modules within PMKeyS. They are:

a. The Case Management Module will replace the various systems being utilised by both Rehabilitation and Medical Case Managers in the recording and administration of both compensable and non compensable cases.

b. The Incident Module will replace the DEFCARE system currently used to record incident (AC563) data. The initial release will be limited to the OHSC Branch where the module will be utilised by OHSC staff to directly enter information from faxed AC563s. The Module will subsequent be released to the entire Defence organisation for the on-line entry of AC563.

Both modules are based upon the PeopleSoft Customer Relationships Module (CRM) (V8.9) and will integrate with PMKeyS. The Modules will be available to users via the PMKeyS Portal.

The project is being managed under the PRINCE2 Project Management Methodology reporting to a Project Board consisting of Directors from the key stakeholder areas. A project implementation date is currently being negotiated.

In addition to maintaining / enhancing these remaining elements of Defcare, OHSC-MI has taken carriage of the Management Information Project (MIP). This MIP is a consequence of the April 2004 endorsement of the Defence OHS Strategic Plan by the Defence Occupational Health and Safety Committee (DOHSC). Contained in the Strategic Plan are eight priority areas for action. The fifth priority in the Plan is to "Improve the quality of OHS information available to decision-makers". It is this priority that OHSC-MI has been tasked with in identifying and capturing the business requirements for corporate Defence OHS Management Information through the investigation of the MIP. The Project, it is envisaged will allow for a clearer definition of the OHS Management deficiencies and the way forward for OHS Management Information throughout Defence.
