Exposure Draft Acquisition and Support Implementation Strategy (ASIS) Development Handbook

In response to the Mortimer Review recommendations and other internal initiatives, the DMO has been redeveloping its processes and requirements for acquisition strategies. The work undertaken by the DMO has resulted in the introduction of a revised document to replace the Acquisition Strategy, which is known as the Acquisition and Support Implementation Strategy (ASIS). This revised name emphasises that the strategy is much more than a procurement strategy and that it must address support as an integral component of the strategy.
The ASIS is considered to be the single most important planning document that a project team will develop and, as such, a sound and structured methodology is necessary to identify and address the major considerations, with the overall aim being to ensure that the most commercially appropriate and lowest-risk strategy is constructed. The current draft version of the revised Handbook, which sets out the current thinking in relation to this methodology, is available through the following hyperlink:

Feedback on the exposure draft is being sought, particularly in relation to how best to engage with industry in the development of the ASIS. The key aim here is to ensure that the resultant strategy will maximise the opportunities for Australian industry in the acquisition and support of systems and equipment, consistent with Government policy, the required in-country strategic capability outcomes, and value for money. Please note that Government policy in this regard does not just relate to industry policy, but also includes, for example, procurement policy, such as the requirement for efficient, effective, ethical and economic use of resources.
