The annual Australian Defence Magazine (ADM) Defence/Industry Project of the Year Awards have undergone a major overhaul designed to ensure that all materiel acquisition and sustainment activities across the Defence Materiel Organisation (DMO) are catered for.
The awards, now called the ADM DMO/Industry Team of the Year Awards for Excellence, will recognise excellence in the level of collaboration between DMO and industry in their efforts to sustain and equip the Australian Defence Force.
The new awards structure is comprised of four certificate award categories, and two trophy award categories. Table 1 above depicts the new awards framework.
Entrants will be required to submit their nomination for one of the four certificate award categories:

Major Acquisition;

Minor Acquisition;
-
Sustainment/Logistic Support Activity; and
- Rapid Acquisition
Eligibility
In each category, the industry team who worked with DMO can be either a major company or a Small to Medium Enterprise (SME).
To be eligible to enter, the DMO/Industry team must have undertaken a specific activity in the relevant category during the 2008 calendar year.
While FMS acquisitions are not, in themselves, eligible for entry, industry teams who worked with DMO to successfully integrate equipment - acquired through an FMS acquisition – into a new or existing ADF are eligible to enter.
Eligibility for entry is not dependent upon a formal project team arrangement being in place. Any activity undertaken during the 2008 calendar year, in which DMO and industry worked together in a spirit of collaboration to achieve a successful outcome in the acquisition and/or sustainment of materiel for the ADF is an eligible activity.
In the major and minor acquisition categories, an eligible activity is not restricted to the achievement of a significant project milestone. An eligible activity could, for instance, have reigned in scope creep, rectified a design flaw, or prevented a cost blow-out.
Eligible activities are not restricted to acquisition or sustainment activities that commenced in 2008. A Rapid Acquisition Project that commenced 2 years ago could produce an eligible entry with a specific activity that was undertaken/achieved during 2008.
Category Certificate Winners
In each of the four categories, the winning DMO and Industry team will each receive an ADM DMO/Industry Team of the Year Award Certificate that recognises their achievement in the relevant category.
Selection of Category Certificate Winners
Entries in each category will be assessed by a panel of independent judges. The members of the panel will be announced later this year.
In the initial assessment of entries (for the Certificate Awards in each category) the focus will be on the extent to which collaboration between DMO and industry has been demonstrated to be effective in achieving the desired outcome.
In particular, the judging panel will be looking for evidence that shows that both the DMO and their industry counterpart have demonstrated a high level of commitment to working collaboratively together to achieve their goal.
The winning entry in each category will be the entry that receives the highest marks from a possible total of 150.
Selection of winners of the perpetual Essington Lewis Trophies
The two trophy categories offered are for the Most Outstanding Major Company, and the Most Outstanding SME.
All entries submitted in the certificate award categories will be eligible for consideration in the two trophy categories.
For these awards, the judging panel will select the major company and the SME that evidenced the highest level of excellence in working collaboratively with DMO.
Industry winners of the Essington Lewis Trophies will not automatically be selected from the winners of the four certificate categories. For instance, if a major company ‘X’ wins in the Major Acquisition activity, it does not automatically follow that it must therefore have rated better than major company ‘Y’ – the runner up to an SME in the Rapid Acquisitions category.
In selecting the winning Major Company and SME, the judging panel will exclude the scores awarded to the DMO Team in their Part 1 Response. Therefore, the Major Company and SME who score the highest from a possible 120 points will be deemed to have won.
The successful major company and SME will each be awarded a perpetual Essington Lewis Trophy. Their DMO counterparts will receive a certificate.
Announcement of Winners
Category and Trophy winners will be announced at the 2009 ADM DMO/Industry Awards Dinner to be held at the Hyatt Hotel in Canberra on 17 February 2009.
The DMO Awards Coordinator will liaise with shortlisted entries in all categories to enable them to make arrangements to have representatives at the Awards Dinner.

Some Rules to consider and observe
Entrants should note that while they are required to provide a collaborative response in Parts 2 and 3 of their entry, they must provide individual responses in Part 1.
Industry teams must therefore use the Part 1 Industry Response Template to prepare that component of their entry, and must submit that response individually to the DMO Public and Parliamentary Engagement Manager.
All industry entrants should note that the stand-alone scores allocated to the industry team at their individual Part 1 submission will be critical in the selection of the Most Outstanding Major Company and SME trophy winners.
Each team must therefore prepare their response to Part 1 of the judging criteria without discussing their response with their DMO or industry counterpart.
Any entry that contains duplicate information in teams’ Part 1 responses - or information so similar that collaboration appears possible - will be penalised.
Some helpful hints
Entrants are encouraged to provide photographs, charts or graphs or any other visual aids that will assist the judging panel to gain a clearer picture of the activity undertaken by the DMO/Industry team.
DMO entrants should also obtain from their relevant FEG, a brief statement supporting or endorsing the activity for which the team has submitted an entry. While this statement is not mandatory, intending entrants need to be aware that as substantiating evidence of the claims made in their entry, it will carry significant weight.
Submitting your entry
Entries must be submitted in soft copy, and in Word format, to the DMO Public and Parliamentary Engagement Manager.
Entries may be submitted via email, or on a CD sent by postal service. Submission addresses are provided in the template.
ADM will not accept any entry that has not been submitted via the DMO Public and Parliamentary Engagement Manager.
Close of Entries
Entries close COB on Wednesday 17 December 2008. Late entries may be accepted with the prior agreement of the DMO Awards Coordinator.
