Prime Contractors: United States Department of Defence under a combination of a Foreign Military Sales case and Armament Cooperative Project (ACP) Memorandum of Understanding between the United States and Australian Governments, along with Australian contractors Raytheon Australia, Thales, Sonartech, Cerulean Solutions and ASC.

The Collins-Class Replacement Combat System Project was established under SEA 1439 (Ph 4A) to provide each of the Royal Australian Navy (RAN) Collins-Class submarines with a new combat system, shore based training and integration facilities in Australia, and laboratory reference sites in the United States to support the Collins adaptation.

The project schedule provides for the replacement combat system to be introduced progressively, in conjunction with the Replacement Heavyweight Torpedo (Project Sea 1429), as part of the submarines' routine docking program from 2005 through to 2013.

The project will also develop system commonality between the RAN and the United States Navy in the field of submarine Tactical Command and Control systems. Integration of the US Navy Tactical Command and Control System with other Collins class sub-systems occurs at the HMAS Stirling integration facility in Western Australia.
