Project Overview
LAND 121 Project OVERLANDER is a multi-phased project that will provide the Field Vehicles, Modules and Trailers (FVM&T) and the associated support items that the ADF requires beyond the life-of-type of the current assets in order to meet ADF mobility requirements. This large project will deliver several thousand vehicles, modules and trailers over the next decade. Previously, FVM&T replacement programs were based on a fleet by fleet basis. LAND 121 is an amalgamation of the entire FVM&T requirements of the ADF into a single project, seeking to facilitate a materiel solution based on a ‘capability brick’.
The particular capability offered by the ADF’s FM&T fleet gives all combat, combat support and combat service support organisations within the ADF their mobility both on and off the battlefield. They transport personnel, munitions, replacement combat systems, fuel and critical supplies and when necessary evacuate causalities. The FVM&T Fleet also provides the platforms and prime movers for command, control, communications, computer and intelligence systems and numerous weapon systems. Vehicle characteristics therefore are tailored to suit the units and equipment they support, as well as the conditions under which they are required to operate.
Overlander Program is overseeing the delivery of this new generation of field vehicles, trailers and modules that will be well suited to the current and future demands of modern warfare with the aim of reducing whole-of-life costs, rationalising vehicle types and numbers, incorporating emerging and legislative design features and capitalising on new ideas from industry.
LAND 121 has significant linkages to more than 40 other Defence initiatives.
Current Phases

Phase 2ALAND 121 Phase 2A (Year of Decision 2001/2002) addresses capability shortfalls within the current field vehicle and trailer fleet that are a result of significant occupational health and safety issues. Phase 2A is an ‘umbrella project’ for six separate sub-projects.
Current Status:
The status of each of the six sub-projects is as follows:
- Bulk Liquid Fuel Transporters – the project has been completed and the vehicles are in-service.
- Heavy Recovery Vehicle – modification of the sixty-four vehicles has been completed and the vehicles are in-service.
- Mack In-Cabin Noise Reduction – all noise reduction kits (cabin insulation and air-conditioning kits) have been delivered and approximately 400 vehicles were modified before a minor design defect in the air-conditioning halted progress. Work towards correcting the defect is about to be commenced and installation of the remaining kits will follow.
- Unimog and Mack Gun Tractor Personnel/Cargo Modules – all Modules have been delivered to the Commonwealth and have been rolled-out to respective Army Units. A contract to modify the Mack gun tractor fleet with twist locks was signed on 22 December 2006. The modification program commenced in May 2007 and is planned to be completed by the end of 2008.
- Land Rover Safety Improvements – a contract with SEAL Solutions Pty Ltd for Phase 1A of this project, for design validation and testing, was signed on 7 November 2005 and was completed in April 2008. A Request for Tender for Phase 2, the Regional Force Surveillance vehicle installation phase, was released on January 15th 2008. Tenders are currently being evaluated and the contract signature to undertake the installation is forecast for June/July 2008.
Phase 3
With the second pass approval of LAND 121, Phases 3A and 3B ceased to exist as independent phases. LAND 121 Phase 3 seeks to commence the replacement of the current fleet of ADF field vehicles and trailers with future vehicles and trailers.
The current LAND 121 Phase 3 schedule is:
- contract initiation and signature by third quarter 2008; and
- capability rollout by late 2009.
The Program Office is continuing to provide support to the preparation of second pass approval and is preparing to conduct the offer definition refinement process.
Proposed Phases

Phase 4LAND 121 Phase 4, currently at the Pre-First Pass Approval Stage, proposes to provide the ADF with a light Protected Mobility Vehicle capability (PMV-L), which will serve as the platform for command, control, communications, computers, intelligence, surveillance, reconnaissance and electronic warfare capabilities. It is envisaged that the PMV-L system will consist of four vehicle types, one of which (the utility vehicle) will have three modes of employment. The vehicles will be acquired with matched trailers and three module types that will be fitted to the utility variant: a Cargo Module; a Line Laying Module; and a Canine Module. First Pass Approval for this phase is expected in the last quarter of 2008.
Phase 5
LAND 121 Phase 5, also at the Pre-First Pass Approval Stage, has been added in order to provide the ADF with Commercial-off-the-Shelf vehicles that will serve in
the ‘raise, train and sustain’ functions. First Pass Approval for this phase is expected in the last quarter of 2009.
