Project Overview
JP 2060 seeks to enhance the Australian Defence Force’s (ADF) deployable health capability to provide medical and dental care and services for deployed forces.
JP 2060 is a joint project providing equipment and systems that will enhance an ADF-wide capability comprising discrete critical elements within each of Army, Navy and Air Force. Army is acknowledged as the Lead Capability Manager. The Defence Materiel Organisation is the Project Manager, responsible for the acquisition and introduction into service of the equipment and systems. Capability Development Group is the Capability Sponsor and customer, responsible for representing the interests of the end users. Defence Health Services is the Capability Advisor, responsible for ensuring the capabilities are consistent with ADF health policy, in particular with the development of the objectives of the Next Generation Deployable Health Capability. These organisations are represented in the Project Management Stakeholder Group.
The project also recognises that the deployable health capability is strongly dependent upon reservists who provide vital specialist health skills and experience in deployed operations and activities.
JP 2060 will provide equipment and systems for each of the five health Operating Systems (OS) that make up the ADF’s health capability:
- Treatment Health OS;
- Preventative Health OS;
- Medical Evacuation OS;
- Health Services Logistics OS; and
- Command, Control, Communication, Information and Intelligence Systems OS
Phase 1 defined the options and scope required to achieve an improved deployable health capability. This phase included development of the Capability Options Documents for Phase 2 and was completed in 2003.
Phase 2 seeks to acquire the capabilities identified in Phase 1.
- Phase 2A acquired Portable Ultrasound Systems and Intermediate Fidelity Mannequin Systems. This phase was completed in 2005.
- Phase 2B is the main acquisition phase for Phase 2 and comprises a program of 17 initiatives. Phase 2B will acquire systems and equipment to enhance medical and dental treatment, surface and air evacuation, disease and injury prevention, health information management and deployment flexibility. Phase 2B achieved Second Pass Approval in April 2005. Delivery will occur across the period from 2006 through to 2011.
Phase 3 will be the introduction of the Next Generation Deployable Health Capability. Phase 3 will acquire and introduce into service new health technologies, systems and equipment for the deployable health capability. This phase is not yet approved. First Pass Approval is forecast for 2009/2010 and Second Pass Approval for 2012/2013.

Phase 2BPhase 2B is an acquisition program of diverse capabilities across 17 initiatives to enhance the existing deployable health capability. It is intended to replace some of the older generation equipment, increase the stocks of current generation equipment and introduce key new capabilities.
The 17 initiatives, some with sub-initiatives, are being delivered in four blocks as agreed by the Project Management Stakeholder Group. The blocks are based on capability priorities and synergies between initiatives and sub-initiatives.
Medical and dental equipment and systems will require Therapeutic Goods Administration certification and air-worthiness certification for transportation by air and possibly operation in aircraft.
Block 1: 2006 - 2009
- Controlled Environment Soft Shelters – rapidly deployable accommodation for field hospitals with the ability to maintain internal conditions suitable for all health functions, in particular operating theatre, pathology, X-ray and intensive care unit (ICU), medium dependency unit and low dependency unit wards.
- Digital X-Ray Imaging Systems – deployable digital image capture, display and storage systems for use with existing deployable X-ray sources.
- Portable Dental Suites – dental suites comprising digital dental X-ray equipment, specialised dental equipment, chair, light and steriliser required to provide dental care in the field. The dental equipment and steriliser were introduced in to service in 2007.
- Forensic Dentistry Suites – self contained fly-away kits comprising digital dental X-ray equipment, forensic dentistry equipment and supporting tools and equipment.
Current Status: the Request for Tender for the Controlled Environment Soft Shelter will be released in late 2007. Proposals for the remaining Block 1 initiatives will be sought via Request for Tender by mid 2008.
Block 2: mid 2008 – mid 2010
- Aero – Medical Evacuation Equipment Part 1 – general medical equipment for use in aero-medical evacuations and equipment racks for stretchers and specific aircraft.
- Environmental and Occupational Health Part 1 : Health Threat Assessment Laboratory – a transportable laboratory with equipment pre-installed or stored inside for the assessment of biological, chemical and radiological health threats in air, water, soil, food and vector samples.
- Controlled Environment Hard Shelters – deployable accommodation based on expandable ISO Containers dedicated to the critical health functions of operating theatre, pathology, X-ray, ICU and Central Sterilisation Services Department. The shelter fit-outs will be based on existing equipment. The hard shelters will be required to interconnect with the soft shelters.
Current Status: the specifications for the Block 2 initiatives will be complete by mid 2008. Proposals for the Block 2 initiatives are expected to be sought via Request for Tender by early 2009.
Block 3: late 2008 – late 2010
- Deployable Health Equipment Initiatives – a range of standard medical equipment to support the provision of health care in deployed environments. A key feature will be protection of the equipment from vibration and environmental factors during transportation to ensure it is functional when required. The initiatives are:
- Treatment Systems Enhancements
- Vital Signs Monitors for RAN
- Ambulance Equipment Upgrades
- General Purpose Evacuation Items
- Class VIII & Blood Distribution
- Environmental and Occupational Health Part 2 : Health Threat Assessment Equipment – a range of deployable equipment for the assessment of biological, chemical and radiological health threats in air, water, soil, food and vector samples. The equipment may include portable equipment for rapid assessment of samples at the threat site, equipment for the effective transportation of samples and equipment for laboratory-standard assessment at rear lines.
Current Status: the specifications for the Block 3 initiatives will be complete by mid 2008. Proposals for the Block 3 initiatives are expected to be sought via Request for Tender by mid 2009.
Block 4: late 2009 – late 2011
- Health Logistic Support Part1 : Portable Oxygen Generation Systems (POGS) – procurement of a new capability for the ADF to be able to produce and supply medical quality oxygen in the field from deployable generators.
- Health Logistic Support Part 2 : Waste Management System – procurement of a range of equipment that provides a medical waste management capability.
- Aero–Medical Evacuation Equipment Part 2 : Commercial Jet Interfaces – procurement of a range of frames and fixtures that would allow stretchers to be restrained across the seats of commercial aircraft in support of large scale aero-medical evacuation.
- Deployable Local Area Network – procurement of information technology hardware that would assist the command, control and provision of deployed health care.
Current Status: The specifications for the Block 4 initiatives will be complete by mid 2008. Subject to the suitability of in-service equipment and systems, proposals for the Block 4 initiatives are expected to be sought via Request for Tender by mid 2010.
An important aspect of Phase 2B is that it represents a stepping stone towards Phase 3. Many of the capability, procurement, introduction into service and sustainment lessons learned in Phase 2B will shape Phase 3.
