Project Overview
The Australian Defence Force (ADF) has a mature and functional bulk fuel and water distribution capability, which was recently enhanced to meet the requirements of the East Timor deployment. However, the specification and fit of much of the in-service equipment reflects 1960-70s technology and does not take full advantage of developments such as International Standardisation Organisation containerisation and palletised load systems, or meet current industry standards. In addition, some systems are reaching life of type and will require enhancement, replacement or supplementation, if emerging requirements are to be met.
Current Phases

Phase 2– Bulk Liquid DistributionPhase 2 is to provide a bulk fuel and water storage and distribution capability to support the concurrent deployment of:

a brigade-based joint task force;
-
a battalion group deployed on independent operations including their supporting attachments; and
- a unit-line refuelling capability for the Armed Reconnaissance Helicopter.
Acquisition under Phase 2 is expected to address these requirements by purchasing Military-off-the-Shelf or Commercial-off-the-Shelf systems, with other deficiencies to be met through subsequent project phases of JP 2059 or JP 126 Joint Theatre Distribution.
Current Status:
Contracts have been signed with the following companies for the supply of various equipment:

Flight Refuelling Ltd (United Kingdom) in March 2007, for the supply of three sets of barge discharge systems;

Ebsray Pumps Pty Ltd in March 2006, for the supply of four V-40 fuel pumps;
-
Metcalfe Pty Ltd in February 2006, for supply of 10 x vacuum recovery kits;
-
Crusader Hose Pty Ltd in September 2005, for the supply of 13.5 km of 150 mm pipeline hose assemblies;
-
Dunlop GRG Holdings Ltd (United Kingdom) in September 2005, for the supply of nine towed flexible barges and three nose cone pumps;
-
Ebsray Pumps Pty Ltd in February 2005, for the supply of three fuel flow meters;
-
Dunlop Fabrications in December 2004, for the supply of 74 x 136 000-litre fuel storage tanks;
-
Crusader Hose Pty Ltd in December 2004, for the supply of 12 km of 150 mm pipeline hose assemblies;
- Amfuel in November 2004, for the supply of 170 x 1800litre capacity drum fabric collapsible water storage tanks;
- Trelleborg in November 2004, for the supply of a tank fabric collapsible marine; and
- Ebsray Pumps Pty Ltd in July 2004, for the supply of 37 x V-35 fuel pumps and 34 x V-15 potable water pumps.
Future acquisitions currently include:

refuelling module and vehicle for the Armed Reconnaissance Helicopter;

fuel and water vehicle storage modules; and
- modification to the in-service fleet of 4400lt Tank Pump Assembly.
The planned contractual activities (Request for Quotation; Request for Tender (RFT); sole source negotiation; and/or contract signature), during the rest of financial year 2007/2008, include:
- towed flexible barge discharge system:
- mooring system contract, planned release 2008; and
- container modifications, planned release 2008.
- tank pump assembly units:
- modification RFT (ASDEFCON Vol 21), planned release mid 2008.
- estimated RFT return is due Oct 2008.
- estimated contract award is Apr 2009
- estimated prototype completion is Dec 2009
- estimated fleet upgrade is Feb 2011
- estimated completion of contract deliverables is end 2011
- potential respondents are requested to familiarise themselves with VOL 2.
- mainline pumping system pipeline:
- pipeline storage, planned release 2009; and
- pipeline reelers, planned release 2009.
- fuel and water pumps:
- pump spare part contract, released 2007 with delivery in 2008.

Phase 3–Water Purification and DesalinationPhase 3 will provide a water purification and desalination capability to support the concurrent deployment of a brigade-based joint task force and a battalion group. The capability provided will produce potable water from a wide range of poor quality source water.
Current Status:
- 14 x water purification units, currently being delivered;
- 13 x reverse osmosis water purification units – medium, currently being delivered;
- five additional reverse osmosis water purification units – medium;
- four additional water purification units;
- operator and maintainer train-the-trainer and conversion training management packages, in progress;
- initial introduction into service courses; and
- initial three years through life support.
Provision of bulk water storage bladders from Fabric Solutions Australia Pty Ltd is complete. The storage tanks provided were:
- 25 x 22 500 litre water storage bladders; and
- 30 x 136 litre water storage bladders.
