Project Overview

JP 126 – Joint Theatre Distribution had its origin in the Australian Defence White Paper 2000. It was raised in July 2001 as a major project within the Defence Materiel Organisation (DMO).

JP 126 will provide for the synchronised delivery of equipment, materiel and personnel within joint theatres of operations, at the required time and in the required quantities and condition in order to support the joint commander’s missions.

The project takes a joint and whole of capability approach and seeks to optimise the distribution activities of the Australian Defence Force (ADF) in the joint force area of operations. It will provide an overarching and integrated architecture with which to modernise ADF operational logistics, as well as the philosophical and doctrinal template for delivering future operational logistics enhancements.

The scope of JP 126 includes all distribution activities conducted throughout the joint theatre of operations, from and within the points of disembarkation, to unit echelons. It includes those activities generally referred to as supply, transportation and movement, associated logistic command, and control and distribution information systems. The scope includes the distribution of all classes of supply and personnel in-theatre (including control of the flow, priorities and configuration of materiel on the strategic bridge) through all phases of operations (pre-deployment, deployment, sustainment and redeployment). .

JP 126 is a multi-phased project of which only Phase 1, a Project Definition Study (PDS) has been completed. Phase 2, the acquisition of limited physical capability, received second pass approval in July 2007 and is in contract for the delivery of:

  • Rough Terrain Container Handler
  • Materiel Handling Equipment - Light
  • Beachmaster Shelter
  • Small Load Units
  • Material Handling Equipment - Mobile Crane
  • Materiel Handling Equipment - Container Sideloader

Phase 1 – Project Definition Study
During this phase, industry was engaged to undertake a comprehensive analysis of the joint theatre distribution system including all of its processes and procedures in order to minimise the risks before proceeding to acquisition. The PDS was conducted under the lead of Director General Land Development, with the provision of advice from the DMO JP 126 Project Office. Phase 1 delivered a number of options for acquisition in Phase 2.

Phase 1 is now closed.

Phase 2 - Acquisition of Limited Physical Capability

In February 2004, the Year of Decision was changed from financial year 2003/2004 with second pass approval being received in July 2007. Funding to develop the options for acquisition under Phase 2 was approved in April 2005.

Request for tenders for the limited physical capability were released to industry during the second half of 2006, with preferred tenderers announced in mid to late 2007, and contracts signed in late 2007 and early 2008.

Current Status:
Contracts have been signed with the following suppliers:

  • Materiel Handling Equipment – Container Sideloader (MHE-CSL) – A contract was signed with Steelbro New Zealand in December 2007 for the supply of the MHE-CSL capability.
  • Materiel Handling Equipment – Light (MHE-L) – A contract was signed with Construction Equipment Australia in November 2007 for the supply of 40 MHE-L, with the initial vehicle arriving in March 2008;
  • Small Load Units (SLU) – A contract was signed with OZKOR for the supply of  9000 SLU, with deliveries commencing in 2008
  • Materiel Handling Equipment – Mobile Crane – A contract was signed with Manitowe Crane Group in March 2008.
