Defence Unsolicited Proposals
Defence receives many unsolicited proposals from Australian and New Zealand companies, ranging from small supply items to highly complex capability solutions, from offers of goods and services through to innovative proposals offering capability, business process, resource or asset utilisation enhancements. In some cases, unsolicited proposals can offer Defence enhanced opportunities to achieve value for money outcomes through better exploitation of industry capability and know how.
Two types of proposals can be received from Australian and New Zealand companies: Unsolicited Promotional Product Offers (UPPO) and Unsolicited Innovative Proposals (UIP). For more information on Unsolicited Innovative Proposals.
Please note that Unsolicited proposals will only be accepted from Australian and New Zealand companies.
UNSOLICITED PROMOTIONAL PRODUCT OFFERS:
Unsolicited Promotional Product Offers are proposals which promote products and services, and include advertising materials, product and corporate promotions, including Commercial off the Shelf (COTS) items (please note, COTS items are ready made products that can be easily obtained or which are available in the commercial marketplace that do not require unique government modifications or maintenance over its life cycle to meet the requirements).
UPPO Submission Process
In accordance with the guidelines for the UPPO Scheme, submissions received from Australian and New Zealand companies will receive formal acknowledgment by Defence. However, in submitting products and services to Defence under the UPPO Scheme, companies need to recognise that the UPPO Scheme only ensures that Defence will consider, not necessarily purchase, the offered products or services.
Proposers do not need to complete formal documentation when submitting an Unsolicited Promotional Product Offer to Defence. However, to assist the Department of Defence to consider a proposal in accordance with current priorities, it is necessary to complete either the UPPO Information Template or include a detailed covering letter with your submission.
If you choose to compose a detailed covering letter, please ensure the following points are clearly addressed:
- The company is introduced;
- the letter details the company’s history and capabilities;
- the letter discusses any major clients (including any Defence work the company may have undertaken) and
- it discusses potential end users – how does the company, as the manufacturer/reseller, envisages the particular item would be used in a diverse organisation such as Defence.
Please Note: A separate submission is required for each unrelated product or service. If more than one unrelated product or service is mentioned in a single proposal, only the first will be considered.
If an appropriate area within Defence is identified, the proposal will be referred to that area for consideration with a request for a representative from that area contact the proposer to confirm receipt of the information and possibly provide some feedback on the products offered.
Unsolicited Promotional Product Offers are processed by DMO Business Access Offices. Obtain contact details and additional information via Business Access Offices. Please submit UPPOs via mail to the Business Access Office in the State or Territory in which your company is based
