Defence Unsolicited Proposals
Defence receives many unsolicited proposals, ranging from small supply items to highly complex capability solutions, from promotional offers of goods and services through to innovative proposals offering capability, business process, resource or asset utilisation enhancements. In some cases, unsolicited proposals can offer Defence enhanced opportunities to achieve value for money outcomes through better exploitation of industry capability and know how.
Two types of proposals can be received: Unsolicited Promotional Product Offers (UPPO) and Unsolicited Innovative Proposals (UIP).
Unsolicited Promotional Product Offers
Unsolicited Promotional Product Offers are proposals which promote products and services, and include advertising materials, product and corporate promotions, including Commercial off the Shelf (COTS) items (please note, COTS items are ready made products that can be easily obtained or which are available in the commercial marketplace that do not require unique government modifications or maintenance over its life cycle to meet the requirements).
UPPO Submission Process
In accordance with the guidelines for the UPPO Scheme, submissions will receive formal acknowledgment by Defence. However, in submitting products and services to Defence under the UPPO Scheme, companies need to recognise that the UPPO Scheme only ensures that Defence will consider, not necessarily purchase, the offered products or services.
Please note: proposers do not need to complete formal documentation when submitting an Unsolicited Promotional Product Offer to Defence. However, to assist the Department of Defence to consider a proposal in accordance with current priorities, it is helpful to include certain details with your submission.
Ideally this would take the form of a letter (or email):
- introducing the company
- detailing its history, capabilities
- any major clients (including any Defence work the company may have undertaken) and
- potential end users – how does the company, as the manufacturer/reseller, envisage a particular item would be used in a diverse organisation such as Defence.
If an appropriate area within Defence is known, the proposal will be referred to that area for consideration, and the proposer advised. Proposers will then be notified if Defence is interested in their proposal. For proposals outside these circumstances, no further action will be taken.
As an agency of the Commonwealth of Australia, Defence is bound by the Commonwealth's procurement guidelines and the majority of procurements are conducted by open tender. The Government tenders web site, www.tenders.gov.au provides information about upcoming tenders.

Unsolicited Promotional Product Offers are processed by DMO Industry Division’s Business Access Offices. Please submit UPPOs via email to defence.smallbusiness@defence.gov.au. Your proposal will be re-directed to the Business Access Office for the State/Territory in which your company is based.

Unsolicited Innovative Proposals
Unsolicited Innovative Proposals are proposals which put forward an innovative solution that has the potential for Defence capability, business process or resource utilisation enhancements. Innovative proposals are those that offer an innovation to Defence and are not standard commercially available products or services. Minor tailoring of an existing service or product to meet Defence requirements will not normally qualify as innovative. The Capability and Technology Demonstrator (CTD) Program Office will manage the processing of Unsolicited Innovative Proposals on behalf of Defence.
Innovative unsolicited proposals that fall within the requirements of the Defence Unsolicited Innovative Proposals Scheme will be processed and evaluated under that Scheme. The assessment guidelines are available by selecting the relevant link below.
Proposers of innovative unsolicited proposals will need to complete formal documentation (Defence Unsolicited Innovative Proposals Template and the Defence Unsolicited Innovative Proposals Undertaking) as part of their submission to Defence. Unsolicited Innovative Proposals Annual Reports
In accordance with the Code of Practice for the Handling of Unsolicited Innovative Proposals ('the Code'), Defence maintains a central record of all Unsolicited Innovative Proposals received through the Defence Unsolicited Innovative Proposals Scheme.
