Defence Unsolicited Innovative Proposals
There are two types of proposals that can be received from companies: Unsolicited Promotional Product Offers (UPPO) and Unsolicited Innovative Proposals (UIP). For more information on Unsolicited Promotional Product Offers, please click here.
Unsolicited Innovative Proposals are proposals which put forward an innovative solution that has the potential for Defence capability, business process or resource utilisation enhancements. They offer an innovation to Defence and are not standard commercially available products or services. Minor tailoring of an existing service or product to meet Defence requirements will not normally qualify as innovative.
Innovative unsolicited proposals that fall within the requirements of the Defence Unsolicited Innovative Proposals Scheme will be processed and evaluated under that Scheme. For Policy on the Gateway and Guidelines for Proposers, please click on the links below.

Proposers of innovative unsolicited proposals will need to complete formal documentation (Defence Unsolicited Innovative Proposals Template and the Defence Unsolicited Innovative Proposals Undertaking) as part of their submission to Defence. The Capability and Technology Demonstrator (CTD) Program Office will manage the processing of Unsolicited Innovative Proposals on behalf of Defence.
Proposals which are not technically developed enough for submitting under the Unsolicited Innovative Proposals Scheme may wish to consider submitting a solicited proposal under the Capability Technology Development Program should you wish Defence to consider a demonstration of the capability potential of your technology. The CTD program’s emphasis is on technology in Australian industry that may provide capability advantages for Defence. To initiate a successful CTD proposal, a company needs to be either an Australian owned company or have a significant Australian component to it and have an appreciation of Defence’s capability priorities, best gained through early discussions with CTD Program Office and Capability Development Group staff.
The CTD Program is competitive and is conducted on an annual basis. The next round of the CTD program will open in May of each year. Further information regarding this Program and how to apply can be found at: http://www.dsto.defence.gov.au/collaboration/3743/

Unsolicited Innovative Proposals Annual Report
In accordance with the Code of Practice for the Handling of Unsolicited Innovative Proposals ('the Code'), Defence maintains a central record of all Unsolicited Innovative Proposals received through the Defence Unsolicited Innovative Proposals Scheme. The Code requires that Defence publishes annual reports on the DMO website, listing the numbers of Unsolicited Innovative Proposals received and how they have been dealt with.
