ASDEFCON (Complex Materiel)

Effective October 2010

ASDEFCON (Complex Materiel) is designed for use when undertaking complex acquisitions of equipment and supplies and consists of two volumes, each volume addressing a different level of complexity and risk.

Volume 2

Volume 2 is the standard template and is aimed for use in medium to high risk procurements which do not justify the use of ASDEFCON (Strategic Materiel).

The most recent version of ASDEFCON (Complex Materiel) Volume 2 is Version 2.1 (December 2008).

ASDEFCON (Complex Materiel) Volume 2 utilises many of the standard assets from the ASDEFCON Asset Library. To address the risk profile of this template several unique Data Item Descriptions (DIDs) have been developed. The ASDEFCON (Complex Materiel) Volume 2 unique DIDS can be located in the ASDEFCON Asset Library, and are referenced with a "-2" after the DID name.

Volume 1

Volume 1 has been developed as the shortform version of the standard template and is aimed for use in lower risk complex procurements where the supplies being acquired are commercial-off-the-shelf items, require minimal or no design, development or integration activities and where the contract will generally be complete within 2 years and cost less than $5 million. In addition, template users should note the GFF Licence which may be required to be used in conjunction with the template.

The most recent version of ASDEFCON (Complex Materiel) Volume 1 is Version 2.4 (October 2010).

Version 2.4 includes an updated Public Announcement clause and minor administrative amendments. A list of changes to ASDEFCON (Complex Materiel) Volume 1 (Version 2.3 to Version 2.4) is available here (PDF).

Prior to the release of Version 2.4, Version 2.3 was released in July 2010 to include updates in Commonwealth policy affecting the ASDEFCON (Complex Materiel) Volume 1 template. Changes include:

new Public Announcement clause;
updated Australian Industry Capability requirements;
updated Defence Security requirements to align with the new electronic Defence Security Manual;
updated Policy Requirements clauses to reflect policy changes;
updated OHS clauses to align with changes to Commonwealth OHS legislation;
new clauses to capture the obligations imposed by the Fair Work Principles;
new AusTender Level 2 clauses;
new Environmental Obligations and Compliance with Laws clauses to align with higher-level ASDEFCON templates;
updated Statement of Work provisions; and
new Limitation of Liability and Intellectual Property Indemnity clauses.

In addition, minor typographical and grammatical changes have been made, along with updated weblinks and references. The template has also been formatted with the new DMO Style Set developed specifically to assist with document stability of the ASDEFCON templates.
