ASDEFCON (Strategic Materiel) Version 2.3

Effective 01 October 2009

ASDEFCON (Strategic Materiel) is for acquiring high risk, software intensive systems including major platforms.

Version 2.3 is now officially released. The changes include:

  • updated Australian Industry Capability (AIC) requirements;
  • new Public Announcement clauses;
  • updated liability risk assessment requirements to align with the new Liability Risk Management Process;
  • new notes to drafters concerning use of the GFF Licence;
  • updated Commonwealth Access clause to improve monitoring of contractor Occupational Health and Safety (OHS) compliance;
  • updated Statement of Work (SOW) requirements including improvement to Issues Management; and
  • updated ASDEFCON (Strategic Materiel) Data Item Descriptions in the Asset Library.

In addition, minor typographical and grammatical changes have been made, along with updated weblinks and references.

ASDEFCON (Strategic Materiel) Version 2.3 is available electronically on both the Defence Intranet and Internet sites.

ASDEFCON (Strategic Materiel) is structured as follows:

  • Preliminary pages, including: Cover, Spine, Cover Page, Amendment Certificate, Foreword and General Information for Users;
  • Covering Letter;
  • Part 1: Conditions of Tender, TDRL and Annexes to the TDRL;
  • Part 2: Draft Conditions of Contract, including Attachments; and
  • Part 3: Draft Statement of Work, including Annexes.

Template users should also note the ASDEFCON (Strategic Materiel) Asset Library, which should be used in conjunction with the template. The Asset Library consists of Data Item Descriptions (DIDs) and Defence Materiel Organisation (DMO) Checklists. In addition, template users should note the GFF Licence which may be required to be used in conjunction with the template.

Users are advised to print all of these files to ensure they are operating from the most recent version.
