LAND 75 - Battlefield Command Support System (BCSS) and Battle Management System (BMS)
Project Background
LAND 75 is a multi-phased project to provide the Australian Army with a Battlefield Command Support System (BCSS) and Battle Management System (BMS). These systems will allow the transfer, processing and management of tactical level information necessary for the command and control of land operations.
LAND 75 includes the following phases:
- Phases 1 and 2 are complete. These phases were studies conducted throughout the 1980s under the auspices of the (then) Australian Army Tactical Command and Control System (AUSTACCS) project;
- Phase 3.1 is complete. This phase delivered the first iteration of BCSS under a contract with CelciusTech Australia;
- Phase 3.2 is ongoing. This phase moved BCSS from Unix to NT technology and delivered the NT-based BCSS to the Army’s 1st Brigade;
- Phase 3.3 is ongoing. This phase has simplified the user interface of BCSS through a contract with Saab Systems Australia (formerly CelciusTech). To simplify the Phase 3.3 deliverables, responsibility for development of a Special Forces command support capability was transferred to JP 2030 – Joint Command Support Environment; and
- Phase 3.3B continues to enhance the functionality, stability and interoperability
of BCSS and rollout the system within the Australian Regular Army.
Phase 3.4 has received first pass approval from Government for the acquisition of a Battle Management System. A Request For Tender was released on the 10 May 2007.

Acquisition Strategy
Project LAND 75 phase 3.4 has been combined with Project LAND 125 Phase 3 for
the solicitation of a mounted and dismounted Battle Management System (BMS).
This combined acquisition is to provide a Battle Group and Below, Command Control
and Communications (BGC3) system. This capability will be integrated into a
number of vehicle platforms (LAND 75) and the ICLCE for the dismounted soldier
(LAND 125).
This combined solicitation will include the acquisition of hardware, software, a combat radio system, network management system as well as a support system to support these elements. The Commonwealth intends to engage a Prime System Integrator to manage the implementation of the BGC3 system.
Prior to entering the acquisition contract, the Commonwealth will conduct a Parallel Offer Definition Activity (PODA) with one or more tenderers. The aim of the PODA is to mitigate integration risk and ensure that a mature solution is available. The PODA is intended to be conducted over a 6-8 month period.
Upon completion of the PODA, the Commonwealth will enter in a contract for acquisition of the BGC3 system. The Commonwealth intends to deliver the Initial Operational Capability (IOC) during 2009.

Request For Tender
The combined LAND 75 and LAND 125 Request For Tender (RFT) 06/050 (EWS), released
on the 10 May 2007, is to provide a Battle Group and Below, Command Control
and Communications (BGC3) system. An overview of the RFT is available from the

On the 22 May 2007 the LAND 75 Project Office conducted an Industry Brief on this RFT. This brief is available via the following link: Industry Brief
On 18 June, the Commonwealth issued the following additional information:
A. Import of Type 1 Cryptographic Devices.
B. Revised closing date for RFT 06/050.
C. List of Frequently Asked Questions (FAQ) relating to RFT 06/050.
D. Deed for Loan of Defence Equipment to be used by prospectives Prime System Integrators to obtain ICLCE.
On 28 June, the Commonwealth issued the following additional information:
A. Commonwealth Position Regarding Funding for Parrallel Offer Definition Activity.
B. Amendment to RFT 06/050 (EWS).
