Project Overview

Joint Project 2030 Phase 8 – Joint Command Support Environment (JCSE) has been established to deliver a cohesive and integrated command support environment for the planning and conduct of ADF operations. The suite of systems will be available to the joint operations community which includes VCDF, Headquarters Joint Operations Command, the Services, Joint Task Force Headquarters (when formed) and other Defence agencies supporting the planning and conduct of operations. The systems will also have the capability to enable collaboration with other Australian Government agencies, allies and coalition partners.

JP2030 Phase 8 will utilise an evolutionary acquisition approach, in which the capability will be incrementally defined, built and matured. In addition to the Capability Proposal First Pass approval, granted in August 2006, the project will have multiple Second Pass approvals. Each second pass approval activity will include selected components from the capability elements listed below which are sufficiently defined to seek Government approval at the time. The initial Second Pass documentation will include components of JPS and JOP, for Government consideration in March 2009. The Commonwealth’s requirements for JP2030 Phase 8 are specified in terms of the eight capability elements listed below. Initial work on the first three elements was commenced by the DMO Project Office. The System Integrator will complete these and the definition studies for the remaining elements.

  • Joint Operations Portal (JOP). The Joint Operations Portal is intended to be the point of entry for access to information and tools across the Joint Operations community.

  • Joint Planning Suite (JPS). The Joint Planning Suite will provide common, standardised, and integrated planning tools at the Strategic, Operational and Tactical levels which enable collaboration and enhance the Joint Planning Process.

  • Preparedness Management Information System (PMIS). The Preparedness Management Information System will be an integrated suite of systems which provides information support to Preparedness Management. It will enable access to accurate source administrative data on personnel, equipment and other ADF resources for aggregation, manipulation and reporting of information on individual and collective capabilities.

  • Intelligence Tools.

  • Situational Awareness Tools through a Joint Common Operating Picture of relevant operational information to and Staffs.

  • Geospatial and Imagery Services.

  • Air Command Support System (ACSS) enhancements.

  • Special Operations Command Support System (SOCSS) enhancements.

Systems Integration

While JP2030 Phase 8 identifies eight Capability Elements, to achieve the overall project objectives, these Capability Elements will need to be integrated into the JCSE environment and with other capabilities already in service or under development. To achieve this CSC Australia Pty Limited has been selected as a Systems Integrator (SI) to create a system architecture to guide the incremental development, develop the capability definition documentation for each capability element and assist in the preparation of the Acquisition Business Cases for Second Pass approvals. In addition, a Panel of contractors has been established from which contractors can be selected to implement the systems defined by the systems defined by the SI.

Request for Tender for Systems Integration and JCSE Panel

A request for tender (RFT) for the SI and JCSE Panel was released in October 2006 and closed in January 2007. The SI has been selected and the JCSE Panel was  finalised in early 2008.

Current Status

A Capability Proposal Second Pass (CPSP) has been prepared and is currently undergoing Departmental review.   This first CPSP#1 is expected to be presented for Government consideration early in the second quarter of 2009.    The CPSP#1 includes plans for a Joint Operations Portal and selected components for the Joint Planning Suite.
