Domestic Munitions Manufacturing Arrangements (DMMA) Project
The Domestic Munitions Manufacturing Arrangements (DMMA) Project is responsible for managing and progressing successor arrangements to the Strategic Agreement for Munitions Supply (SAMS) and the Mulwala Agreement which are due to expire in June 2015.
The DMMA Project is managed by staff residing in Explosive Ordnance Division (EODiv) within the Defence Materiel Organisation (DMO).
This webpage has been made available as a portal to provide an opportunity for organisations to be up to date with DMMA Project activity and the information that is being released to industry in relation to the DMMA Project.
The DMO does not intend to advise industry when updates to the webpage are made. Accordingly, DMO recommends that organisation representatives access the website from time to time to keep themselves informed of any updates or changes.
Organisations are responsible for ensuring that they have received each of the information packs listed on this page.
Progress of the DMMA Project
The DMO held a DMMA Industry Brief in Brisbane on the 18th of November during the Land Warfare Conference 2010.
The DMO released a Draft Invitation To Register as a pre-solicitation notice on AusTender on the 15th of April 2011.
The DMO published the final Invitation to Register on the 13th May 2011 via AusTender (the Australian Government tendering website) and in major Australian newspapers and International Trade Journals. The ITR closed to schedule on 8th August 2011.
The ITR responses were evaluated and the following respondents and teaming arrangements were successful:
- BAE Systems Australia Limited
- Expal Systems SA
- Alliant Techsystems Inc (ATK) (USA) who has teamed with an Australian SME NIOA Nominees Pty Ltd
- Raytheon Australia Pty Ltd (who are teaming with Chemring Australia Pty Ltd and Poongsan Corp)
- Rheinmettal Waffe Munitions GmbH (who are teaming with Nitrochemie and RUAG Ammotec); and
- Thales Australia Pty Ltd (who are teaming with GD-OTS and NAMMO)
The ITR also sought industry feed back with a non-mandatory component to encourage industry to share innovative ideas for the existing facilities and the ADF munitions requirements.
Unsuccessful companies have been offered a debrief of their unsuccessful responses, as is the usual transparent Commonwealth procurement practice.
The successful companies were provided a further opportunity for discussions with the Commonwealth in conjunction with the Pacific 2012 Maritime Exhibition in Sydney from 1 to 2 February 2012
The DMMA project will further be seeking approval from Government for the RFT option models through Government committees and for Government approval in mid 2012.
The DMMA Project is planning to issue a second procurement phase as a restricted Request for Tender. Initially this will be a draft RFT and then a final RFT in the last quarter of 2013, subject to Government approval.
