1. Designating Pacific Area Cataloguing System (PACS)

The PACS, consisting of countries in the Pacific Area Senior Officers of Logistics Seminar (PASOLS), who wish to participate as members, will abide by and conform to the joint rules and procedures and regulations to standardise and classify items of supply. Each country will comply with the provisos of the PACS Handbook on Aims, Organisation and Procedures. The PACS will serve as the overarching policy and governing body for Pacific Area Cataloguing and will be comprised of the designated Heads/Chiefs of their respective nation’s cataloguing authority. The Chair for the PACS will be elected from the membership of the PACS.

2.    Responsibilities

(a) Provide co-operation between codification and standardisation in all aspects and maintain continuing liaison with other PASOLS bodies on tasks as they relate to codification.

(b) Promote, develop and improve procedures where possible, for the use of a single PACS stock number for an item of supply in all PACS countries.

(c) Exchange views and promulgate experience, in areas connected with codification of items of supply.

(d) Work toward establishing common regulations and procedures for PACS codification to facilitate inter-nation co-operation.

(e) Review, on a continuous basis, the PACS codification system to seek ways to improve performance.

(f) Contribute to and support the preparation of courses, lectures, seminars, briefings etc. in support of the mission and objectives of the PACS codification system.

(g) Promote all aspects of PACS codification in support of logistics functions.

(h) Promote co-operation with national civil authorities on the use of the PACS codification system.

(I) Monitor and report on the progress of the aims and objectives of the PASOLS.

(j) Review agreements, objectives, goals etc. to insure viability and report findings as appropriate.

3. Background

(a) General: The PACS grew out of Canada’s proposal for a common cataloguing system for Pacific Rim countries. The concept incorporates basic NATO AC/135 processes and procedures and was briefed at the Pacific Area Senior Officers of Logistics Seminar (PASOLS) in Kuala Lumpur, Malaysia in September 1994. The first PACS Working Group (WG) meeting was held in Seoul, South Korea in February 1995 with a second meeting in Singapore in September 1995. These meetings led to an agreement by 15 Pacific Rim countries to pursue a Pacific Area Cataloging System, based on the NATO Codification System. The PASOLS further approved a plan to effect PACS as briefed at the 24th PASOLS in Seoul, South Korea.

(b) Membership: The PACS is made up of at least one primary representative with one vote from each participating nation. These may be full PASOLS member nations or active observer nations. Other countries may attend sessions of the PACS as observer nations. With the advent of the Pacific Area Co-operative in Acquisition and Logistics Support (PACALS), such activities may serve in a consultative capacity on all subjects under their purview as determined by the PACS.

4. Mission

(a) To provide a central policy, development, implementation and maintenance authority to support PACS nations as a feasible, cohesive and cost effective means for standard cataloguing and standardisation operations.

(b) Specific mission objectives are to:

To work toward developing and establishing policy, manuals and management control for the PACS codification system.

To work toward developing and establishing and maintaining a uniform item of identification and supply classification system.

To work towards facilitating access to codification data in support of PACS Nation Forces.

To work toward developing and maintaining an automated PACS data exchange system.

To work toward providing codification services to appropriate non-NCS PACS nations as required.

5. Organisation and Location

6. Duration

This Charter is in effect until one of the following takes place:

PACS is dissolved.

PASOLS is dissolved.

All member nations consent to the cancellation of the Charter.

7. Certification

To ensure continued PACS support, certification will be at the flag officer level or equivalent to PASOLS Logistics Steering Group (LSG) representative level.
