
ADFELPS is an English proficiency rating system used to assess the English language skills of students and to describe the levels of English required for target courses conducted for DC (Defence Co-operation) students. ADFELPS is to be used for all Defence Co-operation countries per DI(G) 05-13. For non DC countries, IELTS can be used. Please contact DITC for further details on the use of IELTS.
ADFELPS Tests can be administered in Thailand, Indonesia, the Philippines, Papua New Guinea and Malaysia. All testing is conducted by accredited ADFELPS raters. New ADFELPS test materials are developed at DITC and are regularly distributed throughout the region by the local Australian Language Adviser (ALA) or equivalent.
ADFELPS Rater Training Courses are usually conducted at DITC during July or September every year. To maintain a valid accreditation status a rater must either rate at least ten papers per year or complete a Moderation Package administered by the local ALA or equivalent.
How to Train:
ADFELPS Rater Training Courses are held once a year at DITC. To be eligible for this training candidates should meet the selection criteria for the English Teaching Development Course (ETDC). The criteria include an ADFELPS score of Speaking 7, Listening 7. Reading 7 and Writing 7. The ADFELPS course is an "assessed" course and all successful participants will be given an ADFELPS Rater Accreditation number.

Centres with accredited ADFELPS Raters can submit their order form for ADFELPS Test Kits to their local Australian Language Adviser (or equivalent). Test Kits are normally distributed twice a year.
