Planning for the Future

The Defence Personnel Executive has recently released three important new plans, the Defence Workforce Plan 2005-15, the Defence People Plan 2005-15 and the Defence Workplace Equity and Diversity Plan 2005-07.

The Defence Workforce Plan provides an annual, high-level forecast of the risks and pressures facing the workforce over the coming decade. Specifically, it informs the 'People Chapter' of the annual Defence Management and Financial Plan and forms the planning guidance for the Defence People Plan. This provides a basis to guide debate and decisions on priorities for funding allocations for people-related initiatives during the coming year.

The Defence People Plan establishes a workforce funding strategy, and sets out those areas of people business to receive close attention or review in the coming year. The People Plan sets out strategic human resource objectives for Defence. These objectives aim to create and sustain a workforce that is competent, committed, cost-effective and congruent with Defence objectives.

Implementing the Workforce and People Plans was recently featured in the Defence Priorities 2005 (as reported in the February edition of Defence Magazine). Both plans can be found on the Defence Intranet at http://defweb.cbr.defence.gov.au/dpedwpe/dwpp.htm

The Defence Workplace Equity and Diversity Plan sets out the basis for equity and diversity in Defence. It contains actions for Service Chiefs, Group Heads, commanders and managers that focus on accountability, leadership, training and support, as well as a range of other actions to be executed by Defence. The performance of Defence against these actions is reported in the Workplace Equity and Diversity Annual Report. The plan comes into effect on 01 May 2005. Copies have been distributed to all commanders and managers across Defence. The plan can also be found at http://www.defence.gov.au/equity.

Recent senior promotions, appointments and news.

CIO
  • Following the recommendations of the Boston Consulting Group's Study into the Defence Information Environment, a Business Management branch has been established to provide a focal point for finance, governance and organisational performance for the CIO group. Peter Blaich is Acting Assistant Secretary of Business Management.
  • Brigadier Rob Moffatt will act as Head Information Capability Management Division while AVM Julie Hammer is on leave (11 April - 06 May). Geoff Mason is Acting Director General Information Services during the same period.
  • Peter Lambert has been promoted to Head Information Systems Division. Russell Brennan is Acting Assistant Secretary Application Development.
Navy
  • Mr Andrew McKinnon, (Director, Navy Basing and Environmental Policy) is Acting Director-General Navy Strategic Policy and Futures while Commodore Steve Gilmore is on operational posting as commander of Task Force 58 in the Persian Gulf.
  • Captain Adam Grunsell has been promoted to Director-General, Navy Communications and Coordination, replacing Captain Drew McKinnie.
DPE
  • Mr Stephen Grzeskowiak has been promoted to the position of Director-General Occupational Health, Safety and Compensation.
