The new Defence Supervisor's Handbook 2004 has been specifically developed to assist civilian and military supervisors of Australian Public Service employees to implement employment policy and conditions of service as prescribed by the Defence Employees' Certified Agreement (DECA) and the Public Service Act 1999.

Assistant Director Defence Workplace Relations Guy Hargreaves says the handbook complements both the Defence Workplace Relations Manual and the DECA, and should be used alongside these publications rather than be the only reference for supervisors.

The handbook provides supervisors with the basics required for making decisions in a consistent manner within a principles-based employment framework.

"It's designed specifically to help supervisors make better decisions when applying the conditions of employment outlined in the DECA," he says.

"It combines policy from the Workplace Relations Manual, conditions and principles contained in the DECA, and the procedural requirements to complete the decision-making process."

"It's an all-in-one manual for supervisors supervisors so that they can, for example, learn everything they need to know about approving different types of leave, including what form to use and where to send it."

Work on the handbook began in February last year. Mr Hargreaves and Ruth Carter, a Graduate Development Program assistant on her first rotation, developed and put out a first draft to a select group of HR professionals from across Defence.

This consultative process continued until the final version was approved as a joint DPE and CSIG publication in October last year.

As well as drawing together a wide variety of human resources-related topics, the handbook contains additional guidance relating to the most common day-to-day aspects of people management in Defence, as well as many useful references and links for supervisors to get further information and expert advice.


Copies of the handbook have been distributed through CSIG shopfronts and Personnel Services Managers in each region. The online version is available through the APS portal on the Pay and Conditions website

Defence Intelligence Organisation
  • Major General Maurie McNarn has been appointed Director of the Defence Intelligence Organisation. He took up the position on January 24, replacing Frank Lewincamp.

  • Michael Shoebridge has been appointed Counsellor Defence Policy (Washington). Mr Shoebridge will take up the new appointment this month.

  • Geoffrey Beck has been appointed Head Infrastructure Division in CSIG. Mr Beck's previous appointment was as Director Operations, Support Services Group, Raytheon.

  • Surgeon General ADF Air Vice-Marshall Bruce Short retired as of the end of last year.

  • Frank Lewincamp has been appointed Chief Operating Officer, as of February 14. He replaces Dr Ian Williams who has been appointed Head Materiel Finance.
Intelligence and Security
  • David Callan, Director National Operations, Defence Security Authority, retired on January 28, after 27 years in the Public Service.
Navy
  • Captain Simon Woolrych, Director Navy C4ISREW, retired from Navy on February 18, after 33 years service.
CPA
  • Neil Orme has been appointed Assistant Secretary, Coordination, Governance and Renewal. He replaces Miss Stephanie Foster who was appointed First Assistant Secretary, International Policy last year.
