Staffing and Remuneration

Actual Staffing as at 30 June 2006

This section outlines the changes in the workforce that occurred during 2005–06, and provides personnel information as at 30 June 2006. It includes numbers of personnel, employment categories, locations and gender information.

At 30 June 2006, Defence had 65,647 permanent employees comprising 50,901 permanent ADF members and 14,746 APS personnel. The ADF Reserve Force comprised 22,338 employees. The total ADF workforce included 16,164 Navy permanent and Reserve members, 40,994 Army permanent and Reserve members and 16,081 Air Force permanent and Reserve members. The ADF decreased in permanent strength by 284 in 2005–06.

The Reserve component of the ADF increased by 370, from 21,968 in 2004–05 to 22,338 in 2005–06. This includes both Reservists on continuous Full Time Service and Active Reservists; with 837 Active Reservists also being Defence APS employees.

At 30 June 2006, there were 14,746 APS personnel. This number includes all APS personnel Defence has recorded as employees and includes full-time, part-time, ongoing and non-ongoing, and paid and unpaid employees. There were 677 more personnel than at the same time last year and is an overall increase of approximately four per cent.

The charts below show the percentage of personnel by type of service (ADF, APS, Reserves) and then by the Service to which they belong. In addition to military and civilian employees, Defence engages a number of Professional Service Providers as part of its total workforce. Further details are provided in Table 4.5 in Chapter 4.

  1. Figures for APS personnel exclude locally engaged civilians overseas, and APS employed within the Defence Materiel Organisation.
  2. Adjusted from 51,209 to 51,185 to account for six retrospective separations and eighteen failures to enlist.
  3. Separations include all personnel who have left the Defence workforce through voluntary and involuntary redundancy, age or voluntary retirement/resignation, or transfer to other agencies.
  4. Additions include all personnel who have joined the Defence workforce through direct recruitment action, enlistments from overseas, re-enlistments, including transfers from other agencies and non-ongoing personnel. Owing to the diverse methods and timing of entry into the ADF, the figures for ADF Additions are close estimates.
