The following table and descriptions provide detail on planned progress and estimated expenditure for the significant major facilities projects in 2001-02 with an in year spend of more than $5m, as well as those major facilities projects approved in the 2001-02 Budget with a total approved cost of more than $20m.

  1. The increase in approved project expenditure (+$5.0m) increases the number of living-in rooms being provided, from 956 rooms to 1004 rooms.
  2. The decrease in approved project expenditure (-$8.9m) is due to the deferment of the light tactical aircraft equipment project.
  3. The increase in approved project expenditure (+$2.2m) reflects out-turn prices. 

Oakey Base Redevelopment - Oakey, Queensland

This project proposes the redevelopment of Oakey Base to optimise it for support of Army rotary wing flying training, including the future Air 87 helicopter and basic helicopter training planned to relocate from Fairbairn. The project will rationalise, upgrade and expand facilities for rotary wing training, and training support. Other elements include an emergency response station, workshops, hot refuel facility, trainee living-in accommodation and a civil terminal. Subject to consideration by the Joint Standing Committee on Public Works in mid-2001 the works are planned to commence in late 2001 and be completed by 2004.

This project contributes to Army Capabilities.

RAAF Amberley Redevelopment - Amberley, Queensland

This project will overcome immediate deficiencies in the existing facilities at the base, and provide improved aircraft maintenance, operation, support and training facilities. It is expected that construction will be completed on schedule by mid-2002.

Lavarack Barracks Redevelopment Stage 2 - Townsville, Queensland

This project will provide a range of new facilities and infrastructure, including new single-soldier living accommodation, to ensure the long-term viability of Lavarack Barracks as the major base of the ADF Rapid Deployment Force. The industrial facilities component of the project has been handed over and soldiers have moved into the first living accommodation units. Construction should be completed by December 2001.

Lavarack Barracks Redevelopment Stage 3 - Townsville, Queensland

The aim of this project is to complete the redevelopment of the barracks. The project is intended to upgrade or provide new working accommodation for existing units and provide for the future relocation of Headquarters 11 Brigade and supporting units from Jezzine Barracks. The project will also upgrade physical training and lecture facilities, and indoor and outdoor military training facilities. Subject to approval from the Joint Standing Committee on Public Works, construction is planned to commence in late 2001 and be completed in 2005.

RAAF Townsville Redevelopment Stage 1 - Townsville, Queensland

This project will provide new facilities, including loading aprons and aircraft support infrastructure, to support the operational role of RAAF Townsville. The redevelopment of the base will be carried out in two stages with Stage 1 due for completion by mid-2002. Parliament approved the project in September 1999. The negotiation of an indigenous land-use agreement is nearing completion. This is an important element of the process to acquire land for the project.

RAAF Townsville Redevelopment Stage 2 - Townsville, Queensland

This project proposes to replace or upgrade existing facilities and infrastructure, much of which is World War II vintage, that are unsuited or inadequate for their existing roles, or have reached the end of their economic lives. The scope of work includes transit accommodation, messing facility, physical fitness complex, communications centre, working accommodation for base elements and engineering services. Subject to consideration by the Joint Standing Committee on Public Works in mid-2001 the works are planned to commence during 2002 and be completed during 2004.

Naval Ammunitioning Facility - Eden, New South Wales

This project provides a naval ammunitioning facility to replace the former facility at Newington on the Sydney Olympic’s site. Point Wilson in Victoria is being used as an interim facility. Parliament approved the proposal in June 2000. The project received environmental clearance from the Minister for the Environment and Heritage in June 2000. Tenders for the wharf/jetty and associated civil works and engineering services close in June 2001. Land tenure issues, including negotiation of an indigenous land-use agreement, are currently under consideration. Construction of the wharf is planned to commence in late 2001 for completion by early 2003.

HMAS Albatross Redevelopment - Nowra, New South Wales

This two-stage project aims to replace existing facilities and services that are beyond economical repair and to redevelop the operational and administration support facilities needed to support Defence capabilities. Stage 1 includes aircraft support, storage and maintenance facilities, the air traffic control tower, explosive ordnance storage and loading facilities and training facilities. Stage 1 is nearing completion. Stage 2 includes new flight-deck procedural trainers, a helicopter underwater escape trainer, runway arrestor systems, aircraft pavements and wash facilities, a gymnasium, fencing, engineering services and demolition. Parliamentary approval to proceed with Stage 2 works was received in May 2000 and it is currently at design stage. Stage 2 is scheduled for completion by mid to late 2002.

.Mulwala Environmental Remediation - Mulwala, New South Wales

This project will provide for the remediation and long-term management of the areas of contamination that pose a risk of harm to the environment at the Commonwealth-owned and ADI-operated explosives manufacturing facility at Mulwala. The final extent of the work will depend on the final remediation strategies which are currently being developed.

Ermington Pre-Disposal Site Works - Ermington, New South Wales

The aim of this project is to undertake soil filling and stabilisation work and the construction of infrastructure at the Defence site at Ermington on the Parramatta River. The Joint Standing Committee on Public Works considered the project in February 2001. Construction, initially on the soil stabilisation component, will commence in mid-2001 following the endorsement of the master plan for the site by the New South Wales Minister for Planning. Construction of infrastructure that may follow will be subject to the outcome of marketing of the site later in 2001. It is possible that Defence may not proceed with this component of the work. The project has received the support of the local community, Parramatta Council and the New South Wales Government.

Relocation of Aeronautical and Maritime Research Laboratories - Melbourne, Victoria

This project will relocate Defence Science and Technology Organisation functions from Maribyrnong to Fishermans Bend and will include the integration of common functions, and the construction of enhanced research and laboratory facilities. The project will permit the subsequent disposal of the Maribyrnong site. The project was approved by Parliament in June 2000 and is currently in design stage. Construction is planned to commence in mid-2001 and be completed in late 2003.

RAAF Edinburgh Redevelopment Stage 1 - Salisbury, South Australia

This project will provide new administrative, workshop and warehousing facilities as well as an upgrade of engineering services and an aircraft shelter. The provision of the warehouse may be excluded from the scope of works depending on the result of the Defence Integrated Distribution System project. Parliament approved progression of the works in November 2000. Construction is planned to commence in early 2002 with completion by mid-2003. Subject to Government approval, a second stage development will concentrate on the domestic area and is planned to commence in 2004-05.
