Army Personnel Coordination Detachments

Army is establishing 12 Army Personnel Coordination Detachments (APCD) inside select ADF Transition Centre's (ADFTC) which process Army personnel. Each APCD will be staffed by an ARA Major and an ARes WO1.

The APCD will provide a visible, uniformed command and management presence enabling Army to better oversee the facilitation of the transition experience of all Army personnel and their families. APCD staff will provide a direct and immediate Army POC to assist and support the Directorate Transition Support Services (DTSS) Transition Practitioners.

The APCD staff will assist in the preparation and coordination of Army personnel seeking to transition. They do not assume or override any DTSS transition responsibilities, but will greatly enhance the coordination and management of personnel and their administration. Additionally the APCD will undertake the ACO role of command and management of select APNRE position and as/when required provide a formal Army Chain of Command for personnel in the Non-Army Group (NAG).

The manning of these ARA Major positions will be targeted only from current Warrant Officer Class One whose education, training and experience is suited to this specific appointments. Suitable WO1s will be appointed under the Prescribed Service Officer Commissioning scheme (PSO) to the rank of MAJ for a Fixed Period of Service (FPS). Upon completion of the period of FPS members will transfer the ARes.

The first six APCD will be stood up in July 2010 in the following locations:

  • ACT- Brindabella Park;
  • VIC- Defence Plazza-Melb;
  • SA - Edinburgh Park;
  • WA - TBC;
  • NSW- Wagga-Kapooka; and
  • Newcastle - RAAF Williamtown.

Any WO1 who has an interest in one of the positions above should seek financial advice and speak to ComSuper about the impact accepting the offer of appointment will have on their super. To be eligible for PSO commissioning into APCD positions applicants must meet the following criteria:

  • Rank. All applicants are to have attained the substantive rank of WO1.
  • Medical. Applicants are to be either Medical (Med) Class 1 or 2. Med Class 3 may be considered where there is a service need.
  • AIRN. Applicants are to be AIRN compliant.
  • CO/OC recommendation. The applicants CO/OC is to make a recommendation on a Form PR 14 and the attached APCD CO recommendation Proforma. Should the applicant receive a non-recommendation from their CO/OC, no further action will be undertaken by SCMA/APA
  • EPAR. The member is to update the individual employment and restrictions via PSS before the conduct of the Paper Board.

The units of those WO that wish to be considered for PSO into an APCD position, and meet the eligible criteria are responsible for:

  • Submitting a typed PR 014; and
  • Submitting a typed individual BIO, not exceeding 4 pages, including:
    • strengths and weakness;
    • what attributes they will bring to the position, in terms of the selection criteria; and
    • why they believe they are the best candidate for the position.
