Mission

DFCE is to provide corrective training that meets the needs of the ADF.

Role

The role of DFCE is to provide correctional training of Service Persons Under Sentence (SUS) of detention and to provide a custodial facility for the holding of Service Personnel Under Arrest (SUA) in temporary custody.

Tasks

The tasks of DFCE are:
a. the correctional training of SUS,
b. the holding and protection of SUA temporarily committed for custody who comprise of the following:
(1) those held in custody after arrest awaiting to be charged for an offence against the DFDA;
(2) those held in custody who have been charged with an offence against the DFDA and are waiting the hearing and/or trial by a service tribunal; and
(3) those held in custody awaiting confirmation of a sentence of detention or imprisonment awarded by a service tribunal.
c. the conduct of Detention Centre Supervisors courses, and
d. the conduct of Technical inspections of all ADF Detention Centres.

Detainee Corrective Training Program

The Detainee Corrective Training Program has been designed to re-instil ADF values and single service ethos in the Sailors, Soldiers and Airmen sentenced to detention at DFCE.

The current program contains 13 Correcting Training Outcomes (CTO), broken down into numerous Instructional Objectives. These CTO are then linked to the three Corrective Training Stages. The stages are:

  • Stage 1 (Red Tabs) - Commences after their 48 to 72 hour induction period, until day fourteen of detention;
  • Stage 2 (Blue Tabs) - Day 15 to Day 28 of detention; and
  • Stage 3 (Yellow Tabs) - 29 days to two years of detention.

Promotion to the next stage is not automatic and is based on the individual detainee's performance as there are addition privileges involved in each stage. Everything at DFCE is performance based. To this end the detainee's receive formal written counselling from the Staff at the end of every training day.

The CTO contained in Stage One were drawn from commonalities within the Tri Service Recruit Training, and cover:

  • Service Ethos (including Customs, Traditions and History);
  • Service Discipline Law;
  • ADF Policy;
  • Personal Drill;
  • F88 Weapon handling (including marksmanship training);
  • First Aid;
  • RATEL / Navigation; and
  • Maintain Physical Fitness (including weekly fitness assessments).

The CTO linked to Stage Two cover personal, character and professional development of the detainee's and is conducted via the Defence Online Campus.

Stage Three is further professional development and structured to individual detainees. This is supported by ADF Education Officers and the ADF Warfare Centre.
