B. Defence Personnel Regulations 81 Retirement Age or End of Period of Service
The new Defence Personnel Regulations (DPRs), which came into effect on 01 December 2002, have improved opportunities for extended service in the ADF. The retirement age for all Reservists (less Chaplains), is now standardised at age 60.
The maximum age to which an age extension for ADF members may be granted has been increased to 65. It should be noted that age extensions are subject to Service requirements and approvals.
Those members that will reach the Compulsory Retirement Age (CRA), within the next few months should now be planning either their retirement from the Active General Reserve or applying for an age extension.
The responsibility for initiating the age extension is yours. You are responsible for ensuring that you are AIRN compliant, and that the compliancy has been correctly recorded on PMKeyS.
Your unit must responsibile ensure your application is completed correctly and sent to APA-S for action 28 days prior to your CRA date ie: your birthday.
The process for applying for an Age Extension is as follows:
- Member (PTE - MAJ), completes an Acknowledgment and Consent Form -
Extension of Prescribed Age for Compulsory Retirement Army Reserve (DA27); - Unit to send DA27, supporting minute, Notification of Medical Assessment (PM64), & BFA results to APA-S (LTCOL - COL to DOCM-A);
- APA-S registers DA27, checks PMKeyS for AIRN compliance;
- Application with PM64 & BFA results attached passed to SO2 OCM or SO2 SCM;
- Application approved - unit is advised by APA-S and PMKeyS transaction actioned by APA-S staff;
- Application not approved - unit advised by APA-S;
- Unit advises member.
Australian Defence Medal
Her Majesty the Queen approved the Australian Defence Medal Regulations 2006 for the Australian Defence Medal (ADM).
The ADM was established to recognise current and former Australian Defence Force (ADF) Regular and Reserve personnel, volunteer or National Servicemen who have demonstrated their commitment and contribution to the nation by serving for an initial enlistment period or four years service, whichever is the lesser. It is awarded for contiguous Regular and Reserve service, or a mix of the two types of service, and was backdated from 03 September 1945.
Eligibility for the ADM is extended to ex-Service personnel who:
- have died in service; or
- have been medically discharged with a compensatory impairment at the time of their discharge, thus rendering them unable to serve the required minimum qualifying period; or
- have honourably served but, due to some Defence workplace enlistment policies of the time (as determined by the Chief of the Defence Force), were unable to serve the required minimum qualifying period.
How to apply
The majority of permanent ADF members who are currently serving do not need to submit a formal application, as their details will be captured automatically through PMKeyS.
However, as PMKeyS does not always capture all members, some permanent ADF members may need to apply.The Directorate of Honours and Awards' (DHA) record the entitlement for the ADM on a member's PMKeyS record. If your records do not reflect the award, you will need to contact DHA via e-mail.
APA-S is the Main Distribution Point for Eastern region for Non Serving or Standby Reserves entitled to the ADM. It is requested that members contact APA-S general enquiries to ascertain if APA-S hold ex members medals if discharge region was ER.
APA-S promulgates a list of Regimental details only of those persons who this unit holds.
It is members/ex members responsibility to source their medals from Honours and Awards.
The application form below has been developed for current and ex-serving members of the Reserve forces, and ex-serving permanent members. Applications can also be made for the posthumous issue of the medal.
Assessment process
Current serving full-time members will be assessed automatically in line with the new process for assessing Long Service Awards through PMKeyS.
For ex-serving members, applicants are also requested to provide certified true copies of their Certificate of Service or Discharge Certificate in order to assist the process.
Depending on the applicant's service, assessment will involve verification of service through PMKeyS, Defence Pay, the Service records areas or additional documentation supplied with application.
Assessment procedures for Reservists
The assessment process for applicants with Reserve service, particularly for Long Service Awards, is a lengthy process which involves the request of pay information from off-site as verification of service. In the current assessment process for Defence Long Service Awards, the backlog for those with Reserve service is April 2003.
For this reason, the process will be altered for ADM assessment of Reserve service. Proof of service can be provided in the form of a certified document from the applicant's commanding officer, stating that they have completed four or more years or service. This will only be of significance to those personnel with less than 15 years service, as those who have been previously awarded a Defence Long Service Award (except the National Medal) will be awarded the ADM on this basis.
