Conditions of Award

Part 1: Definitions

In these Conditions and in relation to a grant to which they apply:

  1. 'grant' means a grant provided by the Commonwealth of Australia for the purpose of carrying out an approved project;
  2. 'approved project' means a piece of research or program of work that has been approved by the Committee for financial support;
  3. the 'Committee' means the Army History Advisory Committee; and
  4. 'grantee' means the person to whom a grant is awarded or who has accepted the grant.
  5. the following terms take on the meaning given by section 195-1 of the A New Tax System (Goods and Services Tax) Act 1999 (GST Act):
    1. 'enterprise'; means an activity, or series of activities done in the form of a business; and
    2. 'GST' means tax that is payable under the GST Act; and
    3. 'registered for GST' means you are carrying on an enterprise that meets the GST registration requirements as outlined in Part 2-5 of the GST Act; and
    4. 'tax invoice' means a document that complies with the requirements of subsection 29-70(1) of the GST Act.

Part 2: Grants

  1. An offer of a grant must be accepted or declined by the grantee within thirty days.
  2. Acceptance of the offer of a grant shall constitute a contract between a grantee and the Commonwealth of Australia in the terms in which the grant is offered.
  3. grant shall be used for the approved project and shall not be used for any other purpose.
  4. A grant will be terminated by the Committee:
    1. if at any time, in the opinion of the Committee, the approved project is not being carried out with competence or diligence or in accordance with the terms in which the grant is offered; or
    2. upon the death or incapacity of the grantee unless suitable alternative arrangements satisfactory to the Committee are made for the continuation of the project.
  5. Where the grant forms part of an enterprise the recipient is carrying on in Australia and the recipient is registered for GST, or is required to be registered, the grant will be subject to GST. Defence will allow the grantee to charge Defence 10% on the value of the grant, provided the grantee issues Defence with a valid tax invoice or completes Annex A to the letter of acceptance.

Part 3: Approved Projects

  1. The purpose of a grant is to provide researchers with the opportunity to research and publicise some aspect of the history of the Australian Army, which has been accepted by the Committee as an approved project.
  2. The offer of a grant one year does not preclude a grantee from applying for a new grant in another year. However, grantees will have to submit a new application at the appropriate time.
  3. Payment schedules will depend on the nature of the research program of the approved project. Grants may be paid in full or in up to three installments. In the latter case payment will be based on the schedule of research expenditure submitted with the grant application.
  4. On completion of an approved project, or not later than 30 June in the financial year for which the grant is awarded, the grantee is required to submit a final report, which addresses the research outcomes, providing details of the anticipated date of publication or production. The Research Grants Officer will contact the grantee twice yearly to seek progress reports to provide to the Committee.
  5. When, at any time during or after completion of an approved project, the grantee publishes a book, article or other literary or artistic work, which relates to the approved project, the grantee shall:
    1. acknowledge in the publication or completed production the support of the Army History Research Grants Scheme; and
    2. forward to the Research Grants Officer a copy of the published material or completed production for retention by the Australian Army.

Part 4: Finance

  • This grant is to assist research in the financial year in which it is awarded. Only in exceptional circumstances, after application to the Committee, will any carry over of funds be allowed.

Part 5: Publicicity

  • The Committee may at its discretion publicise the award of a grant. Such publicity may include the name of the grantee, the topic of the approved project, details such as a short summary of the research and the amount of the grant.
