General

Role

Transitions is responsible for the efficient processing of all corps applications in relation to transfers, re-allocations, and enlistments into the Australian Army.

Mission

Transitions is to provide high quality information knowledge, administrative and database support to CO SCMA, PM Groups, and the Soldiers and Commanders of the Australian Army.

Staffing

Transitions Section is managed by a Staff Officer Grade Two and employs 20 staff, both civilian and military working in two cells: Transfer, Re-list and Allocation Cell (TRAC); and Initial Enlistment & Recruit Allocation Cell.

This cell is responsible for all hire processes and directly oversees the initial recruit allocation, re-allocation and recruit discharge. References A – D refer to the initial hire process.

Ab Initio Enlistment

Ab Initio Enlistments are new entrants to the Army workforce who have no prior ARA, GRes or overseas military experience. Successful applicants are enlisted by a recruiting unit and the applicant's recruiting file is forwarded to Transitions Cell. On receipt of the enlistment file, all supporting documentation is checked for accuracy, ie, that the Oath/Affirmation has been signed for the correct number of years service IAW reference A. Application for recognition of De Facto relationships are to be admin IAW reference B, para 13.

After the recruiting file has been checked, it is then culled and all non-essential documentation is destroyed. The applicant's details are then entered into PMKeyS, this commences the applicants electronic military record. All documentation held at SCMA is electronically scanned and retained indefinitely.

Recruit Allocation

Recruit Allocation is commenced upon receipt of the spreadsheet from ARTC advising SCMA of the expected march out date of the recruits. A Manpower Posting Paid (MPP), Military Transfer (MTR) and Military Promotion (MPR) transaction are input into PMKeyS. The MPP will post the recruit from ARTC to the relevant IET School and the MTR and MPR will change the recruit from paid ECN 500 to ECN 510.

All transactions are actioned simultaneously.

If the transfer involves a posting, the posting action will be actioned by the Recruit Allocations Clerk within the Hire Cell.

Recruit Re-allocation

Recruits may apply for re-allocation or corps transfer to another ECN if they believe such a change may be in the interest of their career progression or may improve their job satisfaction.

Recruits may also be re-allocated or corps transferred to meet service requirements; on failing their IET Cse; on falling below medical standard for their ECN (ie MEC 4) or if considered unsuitable for further employment in the present corps and/or ECN.

Recruit Discharge

Recruit Discharges are actioned upon receipt of a Discharge Authority Signal, authorised by COMDT ARTC. The signal lists the member's details, the date of effect of discharge, and the reason for discharge under Defence (Personnel) Regulations 2002.

A Termination transaction, which involves a Post to Separate and a Termination row, is inserted into PMKeyS.

Re-lists

Re-lists are ex serving civilians who wish to re-enlist into the ARA. They do this by completing a DFR re-entry application. This is entered onto the TRAC database when it arrives at SCMA. If the member has been discharged for two years or greater they must again complete CIT at Kapooka. These applications are sent directly to the SO2 for approval. If approved, a suitability signal is released informing DFR the member is suitable to re-enlist into the ARA. This is valid for 12 months.

If the time since discharge is less than two years, the application is sent to the gaining Career Manager for recommendation. Then to NIPA for any required course allocation, and finally to the SO2 for approval. If approved an offer signal is released citing the terms and conditions of transfer. If this offer is accepted by the soldier an Authority to Transfer - Posting Order is released.
