Origin
The necessity for establishing the Royal Australian Regiment (RAR) Foundation was first raised by Major General A.L. Morrison, AO, DSO, MBE the, then, Colonel Commandant of the Regiment in 1991. Although the RAR has a proud and proven reputation both in combat and in peace-keeping duties, and a strong loyalty from those who have served in its ranks, the Colonel Commandant found that it was lacking a supporting structure that could work for the betterment of the Regiment and consequently the Australian Army, of which it forms the major component. While each battalion had its own regimental funds for use within the battalion, there was no "Regimental Fund" per se, to finance special "Regimental Projects" arising from the initiative of the Colonel Commandant. There was no fund by which the RAR could help to alleviate hardship experienced by some soldiers and some soldiers' families arising from the exigencies of military service. |
Army Office Approval
The Chief of the General Staff, Lieutenant General J.C. Grey, gave approval for the Foundation to commence operations in June 1992. The Foundation has been established as a public company limited by guarantee, and as such operates under the auspices of the Australian Securities and Investment Commission.

The Royal Australian Regiment's Colonel Commandant holds the office of Foundation President whilst appointed as Colonel Commandant. Major General Jim Connolly, AO, CSC (Retd) was appointed Colonel Commandant in March 2002. As General Connolly resides in northern New South Wales and the Foundation is administered from the Royal Military College at Duntroon in Canberra, he is not readily available to attend weekly meetings. Major General Jim Connolly AO CSC, as Colonel Commandant of the Royal Australian Regiment, has agreed that Major General Adrian Clunies-Ross will perform the duties of the Chairman of the Board of Directors from Canberra. This decision acknowledges the benefits of greater management efficiency given the resident location of both parties and the Board. |

Chairman's Report - 2004
The report that follows has been extracted from the RAR Foundation Newsletter - Issue No 22 Sep 2004. Every Enrolled Supporter (includes Life Governors) receive a newsletter annually.
It is always good to be able to report progress in achieving the aims of the Royal Australian Regiment (RAR) Foundation and fortunately 2004 has been a particularly constructive year. In June it was reported to us that the 2/32nd Australian Infantry Battalion Association, a World War II unit with a distinguished record, had money which it wanted to donate to assist today's infantry battalions. The information came from the Head of Corps, Brigadier Chris Appleton. The Secretary immediately contacted the Association and as a result the Foundation received a cheque for $21,417, the largest single donation we have received to date. We are very grateful to the Association and will formally recognise the donation at the annual dinner in November. It is possible that other World War II Associations may be in the same position as the 2/32nd Battalion and may see merit in passing on funds to benefit the RAR.
Apart from this donation, the number of Life Governors has continued to grow with a total of 203 past and present members achieving this status so far - 27 since the 2003 Newsletter. The other source of funding is through enrolled supporters and this is particularly important for the continued progress of the Foundation. The battalions of the RAR are the main source of this category and we are particularly grateful to those battalions of the Regiment which hold an annual drive to enrol supporters and raise funds for the Foundation. Their efforts ensure a steady cash flow for the day-to-day administrative support of the organisation and for the capacity to make grants to individuals. In this regard the School of Infantry makes a very important contribution by enrolling trainees and also by briefing infantrymen who attend courses, on the Foundation's role and purpose.
At this stage it is worth reiterating why the Foundation exists and why its continued support is most important. Essentially there are two main aims: to support individual serving members of the Regiment where there is clearly defined need for monetary assistance; and secondly, to promote the history and traditions of the RAR. Many soldiers and their families have received assistance from the Foundation for a number of different reasons and funding has also been provided for adventure training and for sporting teams. To support the second aim an RAR memorial has been established at Kapooka and the Foundation assisted in the establishment of the RAR Memorial Walk at Enoggera. With the help of all members of the Regiment past and present this work will continue.
In this Newsletter is a description of the re-development at the Australian War Memorial of the Korean, Vietnam and Peacekeeping galleries over the next few years and how individuals may be able to assist this process which is of great significance to the RAR.
I thank all those who have assisted and continue to assist the Foundation and ask that you continue to do what you can to help the Regiment which has played such a significant role in Australian military history since World War II.

Objectives
The Foundation was incorporated under the requirements of the Australian Securities Commission on 15th June 1992 with the objectives of:
As sufficient funds are accumulated, other proposals and projects will be considered. The Foundation provides the supporting structure to finance regimental projects and to help alleviate hardship experienced by some soldiers and their families arising from the exigencies of military service. The regiment will always need funds which can be used in philanthropic ways for its support. As a modest beginning, and by way of example (all grants are linked to the next "Grants" Section below), the following have been authorised to date:
The Royal Australian Regiment Foundation is open to contributions as a public fund established "for the comfort, recreation and welfare" of the soldiers of the RAR and to assist in fostering its interests. The Foundation works for the benefit of the Regiment, the Battalions that comprise the Regiment and, to a lesser extent, the Associations of ex-serving members of the RAR. The Foundation is a charitable body. All ranks who have had the honour of serving in the Regiment, in peace or war, are eligible to subscribe. In addition, donations and bequests of any size will be accepted.
Grants
Philosophy. The Board has established guidelines on eligibility grants. The guidelines assist the management staff's review of grant requests. The philosophy underlying the guidelines accepts that grants may be awarded to individuals, be they officer or soldier, who is serving in the Regiment (ie any serving soldier wearing the RAR badge). This applies whether they be a financial member of the Foundation or not and where an immediate grant will overcome financial difficulties arising from exigencies of the service. All grants require a recommendation from the recipient’s commanding officer. As shown below, in the "Grants Since Inception" Section grants are also made to projects which assist in promotion of the Royal Australian Regiment, its place in history, its esprit de corps and its long term well being.
Grants - not Loans. If you have a serious financial problem caused by anything you or your family are expected to do as a serving infantry soldier of the Royal Australian Regiment, then the RAR Foundation may be able to help. It is simply a matter of asking your superior to ask your Commanding Officer for help from the Foundation. Please remember that the RAR Foundation makes grants and not loans. Few soldiers experiencing financial difficulties are in a position to repay loans. Although a small gesture, the Foundation funded a presentation to the late Private Karl Miskle's family. Funding
The Foundation is operated by volunteers with limited resources to fund-raise. Your assistance is required to generate funds. The Foundation is, in the main, funded by tax deductible donations. Funds are achieved from:
Enrolled Supporters. Being a registered charity, contributors to the Foundation are referred to as Enrolled Supporters. Enrolled Supporters contribute $10 per annum (Through to $50.00 for five years). To download an application form

Twenty-five $20.00 fortnightly allotments will achieve your personal goal within one year. National Benefactors. National Benefactors are individuals or organisations who contribute $20,000.00 or more. In 2004 the 2/32nd Battalion (AIF) Association (NSW) became a National Benefactor after contributing moneys generated for the sale of books that recorded the battalion's history.
Marches of the Royal Australian Regiment In 1989 on the occasion of the Regiment's 50th Anniversary Celebrations a Compact Disc (CD) was cut. The CD contains all the marches of the battalions of the Regiment. The twenty-three tunes were recorded by the Regiment's Pipes and Drums, Australian Army Band Sydney and Royal Military College Band and offers a unique opportunity to obtain the regiment's music on one CD. The first release sold out quickly so a second release was arranged to fill back orders. The CD sells for $15.00 plus $2.00 for postage and handling. Registered Charity
The Foundation is a charitable body. All ranks, from general to private soldier, who have the honour of having served in the Regiment, in peace or war, are eligible to subscribe. In addition, donations and bequests, of any size, are accepted from any person, or organisation, in sympathy with the Foundation's objectives.
Tax Deductable
The Australian Tax Office has granted the Foundation income-tax exempt status. Donations of $2.00 or more are fully tax deductible. Receipts will be forwarded to the unit address shown on the Enrolled Supporter list. To ensure that you receive your receipt then please confirm your current unit address is correct. Contributors
The Foundation is open to contributors as a public fund established for the comfort, recreation and welfare of the soldiers of the RAR and their dependents. The Objects and the powers to attain these objects together with information on structure and method of operating are contained in the RAR Foundation Constitution.
Subscription
Subscription by allotment to the Foundation may be conducted through one of the Defence Credit Unions - the Australian Defence Credit Union (ADCU) or the Defence Force Credit Union (DefCredit). These organisations have offices in all centres where Battalions of the RAR are located. To make use of this facility you must have a credit union account from which funds are electronically transferred to the RAR Foundation account. The minimum allotment is $4.00 per pay ($2.00 per week) which is tax deductible. The alternative system of $10.00 for one year through to $50.00 for five years remains for those who do not have an account with either of the Credit Unions.

Fortnightly allotments are welcomed. Serving members are welcomed, and encouraged, to arrange personal allotments to either the Australian Defence Credit Union (ADCU) or Defence Credit Union (DEFCREDIT). It is then a simple matter of authorising an electronic transfer from your credit union account to the Foundation's account. There is no transfer fee. Download and complete the form, then take it to your nearest credit union to arrange the appropriate funds transfer from your account to the RAR Foundation Account. The Foudation will send you receipts annually until finalised and advise when your donation has reached $500.00. You will also receive a Life Governor Certificate. Should you commence an electronic transfer and then separate from the ADF, in which case your allotment to the credit union ceases, your transfer also ceases. There is no legal obligation to finalise the $500.00. It is your choice.
Bequests
A bequest as a gift in your Will is a simple way to make the gift of a lifetime. Often it is difficult to choose which organisations to support in this way. For a soldier who has served in the Royal Australian Regiment and, especially for the soldier who has served in battle, that experience alone and the spirit of mateship which always emanates from shared danger and hardship should make it easy for the soldier to remember the Regiment when he is making out his Will.
Although you may legally write your own Will, it is strongly suggested that you seek the advice of a solicitor in order to ensure that your Will is correctly prepared and your plans will be carried out in accordance with your wishes.
Remember the Regiment in your Will by including a donation to the Royal Australian Regiment Foundation. You can be assured that such donations received will go towards supporting the comfort and welfare of the soldiers of the Regiment and their dependents.
