Introduction

Welcome to Army Personnel Agency - Perth (APA-P) site.

Managing its people is Army's most important task. The Chief of Army and the Chief of Army's Senior Advisory Group have reaffirmed this. The five personnel themes within Defence are attract, recruit, retain, develop and transition. Of these, the Army's priority at present is retain and recruit. APA-P's two main responsibilities, which are career managment and implementation of personnel policy, are shaped by the priorities of retention and recruiting.

The aim of this site is to provide an insight into what APA-P is all about but also to help you in managing your PT career in the Australian Army. We have tried to through links and FAQ's help answer most of the questions you may have or steer you in the right direction for those answers.

Command

APA-P is under command of the Commander Career Management - Army (CCMA). APA-P is located in Leeuwin Barracks, East Fremantle, WA and is supported by DSG-WA for local administration.

Role

Army Personnel Agency - Perth's (APA-P) mission is to provide effective officer and soldier career management in each region in order to contribute to the delivery of the Reserve personnel dimension of capability to the Army.

As a regional element of Career Management - Army, APA-P is responsible for the career management of Army Reserve (ARes) Officers to the rank of MAJ, and Non-Commissioned Officers to the rank of WO1 in the Western Region.

This encompasses the following forces of the Army:

  • Active Army Reserve
  • Standby Army Reserve
  • Regional Force Surveillance List
  • High Readiness Reserve
  • High Readiness Reserve Specialist

APA-P manages the personnel asset and liability requirements of the region to enable formation and unit commanders to meet their preparedness objectives and other priority tasks.

Unit Tasks

Regional personnel support and career management tasks performed by APA-P include:

  • Manage the Careers of all ARes soldiers and officers below the rank of LTCOL;
  • Effectively contribute to the ROG system and Ministerial Inquiries to ensure equitable and satisfactory outcomes for the officer and Defence;
  • Manage the placement of the ARes soldiers and officers below the rank of LTCOL on courses;
  • Undertake to maximise the utility of PMKeyS through the refinement of staff processes for the career management of ARES soldiers and officers below the rank of LTCOL; and
  • Contribute to the CMA Communications Plan through the use of all medium available (media, intranet) to provide accurate and current advice on extant policy and processes to the wider army on all matters of personnel management.

Organisation

APA-P's organisational structure is divided along functional and client base lines. The Agency has an Executive, Career Management and Operational Support teams.

Executive

The Executive is responsible for exercise of allocated delegations, liaison with DRCM-A, representation roles, approval of regional personnel policy and the provision of advice and guidance to ARES commanders in the Western Region. The DAPA also presides over the various Officer Selection Boards and is the Chairman of the Other Ranks PAC, LT-MAJ Officer PAC and RSM PAC. He is also a regional advisor on the MAJ to LTCOL Officer PAC.

Operational Support Cell

The Operational Support Cell is responsible for facilitating postings, promotions, transitions, and records maintenance via PMKeyS, personnel records management, PMKeyS governance, PAC support, provide statistics and analysis for strength monitoring, resource management and general support to the other sections of APA-P.

This cell is also responsible for:

  • Validating information for Police Checks and Dept of Veterans Affairs
  • Providing Records of Service
  • Collecting information pertaining to freedom of information inquiries
  • Trade renumerations issues
  • Processing requests for re-enlistment
  • Transitions between services and forces of the Army
  • Processing applications for corps transfers, reposting and interstate transfers

Career Management Cell

Career Management Cell is responsible for the career management of Active Army Reserve Officers and Soldiers from the rank of CPL through to MAJ in the Western Region.

This cell consists of a command group (SO1 CM, SO2 CM, WO1 SCM and SGT Coord Transitions), two Career Adviser Sections and the Selection Board and PAC Cell.

The Career Adviser Sections - Officer Career Management (OCM) and Soldier Career Management(SCM) Sections are staffed by a MAJ and WO2 Ares allocated to specific corps. RFSU and SF members are managed by a specialist CMs within OCM section.

Selection Board & PAC Cell

This cell is responsible for the coordination and administration of Selection Boards and Promotion Advisory Committee's(PAC) in Western Region.

  • Army Sergeant and Warrant Officer Commissioning Scheme

Promotion Boards

  • Officer (2LT - LT, LT - CAPT, CAPT - MAJ)
  • Other Ranks (SGT - WO1)
  • RSM
  • Training of CO/OC on promotion board procedures

This cell also assists DRCM-A in:

  • Coordinating Promotion and Selection interviews for 5th Year Majors;
  • Preparation of Western Region candidate information binders for the MAJ to LTCOL PAC.
  • Provision of course nominations for attendance on Full Time and Part Time Army Command & Staff College.

Senior Warrant Officer Interviews

Western Region ARES Senior Warrant Officers have the opportunity to meet with the Executive of APA-P annually.

Standby Reserve

This cell is responsible for the management of Western Australian Army Reserve members in the Standby Reserve and employed on DA50.
