Performance Appraisal Reporting

Performance appraisals play a vital component in the career management of both soldiers and officers. They provide feedback to individuals, identify strengths and weaknesses and provide constructive guidance for development.

Performance Appraisal Reports (PARs) provide information to Career Managers that is used to develop career paths and identify potential for promotion, postings and courses for individuals.

They are also used to support administrative action resulting from unsatisfactory performance.

It is imperative that PARs are raised and submitted, in accordance with the timelines below, to ensure personnel are managed effectively.

The Performance Appraisal Reporting (PAR) system is an annual requirement for all military personnel and their supervisors and has the following requirements:

Initial Counselling/Goal Setting

Within 30 days of the reporting period/posting cycle commencing, the person being assessed and the Assessing Officer conjointly develop a framework of achievements/goals against which the performance dimensions of the PAR and interim reporting will be measured. These goals are not a job description. Rather, they are a set of specific, assessable, mutually agreed performance objectives for the member. These details are to be recorded on page one of the Preliminary Review of Performance (PRP) forms (AC833-14 for officers and AC833-24 for other ranks).
PRPs, supplementary reports and any other documents raised in connection with PARs are to be forwarded to DGCMP at the end of the appraisal period for archiving.

Mid Term Review

After a minimum of six weeks, a mid term review is to be conducted by the Assessing Officer with the person being assessed. The assessment is recorded on pages two and three of the PRP and assessment of performance is to be against the goals/achievements determined in the initial counselling. The PRP is to be used in conjunction with the PAR to focus on the member's progress and approaches to improving performance.

PAR Submission

PARs are to be raised on forms AC833-12 for officers and AC833-22 for other ranks.

All PARs (MAJ and below) are to be packaged and submitted via email to apa.melbourne@defence.gov.au with original hard copy, signed by all parties, to be forwarded to:

Standby Reserves

Below is information pertaining to service in the Standby Reserves in the Southern Region.

General

The Standby Army Reserve is a pool of trained personnel of officers and soldiers who may be utilised to undertake specific tasks or projects.

There is no training obligation whilst in the Standby Army Reserve, although there is a continuing need to maintain trade skills which can be best achieved by periodically undertaking service on DA 50(4) contract.

Being a member of the Standby Reserve within Southern Region (Victoria) requires you to report annually to APA Melbourne confirming or updating your personal details.

DHOAS Eligibility for Subsidy - Onus of Proof

DDAPA-M is the DHOAS eligibility certifying officer for Southern Region's Standby Reservists, as well as APA-M staff members, who may be applying for the DHOAS subsidy.

This is a significant financial payment, potentially on-going for many years - and there are simply no further tests done by DVA on an applicant's eligibility, beyond the DDAPA-M's signed certification of qualifying effective service.

If an error or a fraudulent claim were to discovered then the ensuing financial recovery measures would be debilitating.

To be deemed eligible for any subsidy a Reservist must have done at least 20+ days service in each of a minimum of 8 x consecutive FYs. The onus of proof being the responsibility of the applicant. A combination of CENRES pay sheets, DEFPAC print-outs, CLIO or PIMS prints showing days served; or a combination of such evidence is required to be submitted with the application.

For applicants to obtain this info, they will need to contact their UPR, CM and/or DEFPAC and request it. The e-mail address for DEFPAC is: defpac.customerservice@defence.gov.au . Applicants need to advise that the info is required to spt a DHOAS eligibility application. The request needs to include both Service No. and PMKeyS ID No. and the FYs for which they need as evidence of having achieved the 20+ days required to be deemed effective service.
