Unit Administration

The role of the Personnel Services Section is to provide administrative support to ADF members serving in the ACT region, excluding those personnel posted to: RMC, ADFA, HMAS HARMAN and Defence Establishment FAIRBAIRN.

Staff and Contact Information

Staff may be contacted by telephone for routine matters, however, the use of e-mail is strongly encouraged. Email is a quick, convenient medium which gives our staff the opportunity to provide concise responses to clients and attach appropriate documents as required.

Inward Clearance Procedures

All military personnel administered by 28SQN will be required to conduct an inward clearance for the delivery of their individual personnel documents and the provision of personal particulars e.g. workplace location and contact phone number. Personnel will be responsible for the delivery of their Medical/Dental documents to CAMU and CADU.

Outward Clearance Procedures

To allow 28SQN staff sufficient time to have all your service documents bundled and ready for collection, please complete the Outward Clearance Form, advising the date you wish to collect your documents, and then submit it to your nearest Customer Service Centre for action.

Please be aware there is a new website available for ADF members to access in regards to travelling and arriving safely to your new posted location. It is also useful if you are planning on travelling on holidays called Road Safety Program run over the Christmas/New Year period.

Army Individual Readiness Notice (AIRN)

All Army personnel are to be AIRN compliant by 1 Sep annually. Personnel posted to the Inactive Reserve, Long Term Schooling, Manpower Not Related to Establishment (MNRE) or overseas are exempt from the requirements of AIRN for the duration of their posting.

AIRN Components:

  • Employment Proficiency.
  • Physical Fitness. Personnel are to pass a Basic Fitness Assessments (BFA) biannually. AIRN reporting for physical fitness will be based on the assessment conducted within six months prior to AIRN reporting date.
  • All personnel are to maintain their Personal Weapon Proficiency and undertake Tests of Elementary Training (TOET) annually.
  • Medical Fitness. Personnel are to be periodically medically assessed in accordance with Periodic Medical Board (PMB) policy and are required to meet the minimum PULHEEMS profile for deployability in their trade and employment category. Members over the age of 35 yrs must have a PMB annually.
  • Dental Fitness - personnel are to be examined annually.
  • Individual Availability.

It is the members responsibility to be AIRN compliant.

RAAF Physical Fitness Testing (PFT)

RAAF personnel posted to 28SQN are required to complete a PFT each year. PFT testing is conducted at 0800 hours at the R3 Gymnasium, Russell Offices. The test for runners is conducted on Mondays, Wednesday and Fridays. The test for walkers is conducted on Tuesdays.

Proof of a current AHA can be downloaded from personal PMKeyS Self Service site. Print a copy of your IR summary and present it to the PTI on the day of your test.

Home Purchase and Sales Expense Allowance (HPSEA)

More detailed information on HPSEA is contained in PACMAN V2 Ch6 Pt2 Div2

Members who believe they may be eligible for HPSEA should contact the 28SQN Executive cell to arrange for an appointment to submit an application.

Applications

The application for HPSEA is to be submitted through your Unit/Customer Service Centre who will forward the completed application with covering minute to MPAC - CBR who will then pass to the ADF - HPAS/HPSEA cell.

Care must be taken that all required questions have been properly completed and the required attachments provided. Each document tendered in support of the application must be a 'certified true copy'.

Home Purchase Assistance Scheme (HPAS)

The application for HPAS is to be submitted through your Unit/Customer Service Centre who will forward the completed application with covering minute to MPAC - CBR who will then pass to the ADF - HPAS/HPSEA cell. The HPAS application is only to be used for the first purchase of a home.

Method of Payment

Once an entitlement for payment of HPAS has been established, the HPAS/HPSEA cell will authorise payment of the allowance through a Member's pay account. Wherever possible, such payment will be effected before settlement of the purchase. Timely submission of the application is therefore critical.

MSBS Retention Benefit

There are strict non negotiable timelines for the completion and submission of the AB867 (Retention Benefit - Acceptance or Non Acceptance) by eligible members. MSBS members are strongly encouraged to familiarise themselves with the requirements of PACMAN V1 Ch3 Pt5 Div1.

Medals

Medals and certificates are normally distributed to each member's supervisor for presentation.

Service Recognition of Interdependent Relationships

Information in relation to recognition of Interdependent relationships can be found in DI(G) PERS 53-1.

Personnel considering applying for Service Recognition of an Interdependent Relationship should contact the Executive cell to obtain an application pack.

Civil Accreditation

Army members can apply for civil accreditation of training in accordance with DI(A) PERS 116-7. An application form should be submitted to 28SQN for forwarding to DOCM-A and SCMA who will return Certificates to 28SQN, the Certificates will then forwarded to the member or directly to the members' discharge address. RAAF members can submit requests for civil accreditation direct to SOACCRED1A at HQTC on fax number (03) 92563536.

Participation in Civilian Sport

Requests for authorisation to participate in Civilian or Service Sport are to be forwarded to 28SQN for approval. DI(G) PERS 14-2 (Australian Defence Force (ADF) Policy on Sport) contains 2 forms, first on page 31 for ADF Approved Sport and the second on page 33 for ADF Un-Approved Sport.
