The Defence Orientation Centre (DOC)
is responsible for the issue of ADF identification
cards for ADF personnel employed in the Canberra area.
The ADF ID card can also be used as an access card
to gain entry to both Russell Offices and Campbell
Park. In addition the DOC is also responsible for
the issue of the photographic ADF Drivers Licence.
Issue of ADF Identification Cards includes:

(G) PERS 52-1 - Defence Identity and Access Control has been cancelled and replaced by DI(G) ADMIN 20–29
- Permanent/Reserve Forces Identification Cards
- Retired Service Members Identification Cards
- Australian Defence Force Drivers Licence (Defence
Force members must bring with them form AD050 - Authority to Issue Defence Drivers Licence which
has been signed by a DTO or a licence will not
be issued.)
- Australian Defence Force Spouse Pass (only to
be issued to a spouse accompanying a member overseas)
- Australian Defence Force Base Access Pass -
issued to dependents of Defence Force members
to enable them access to base facilities, messes,
along with married quarters on HMAS Harman and
Defence Establishment Fairbairn (a minute from
the OC/CO of the base or a person authorised to
do so on behalf of the OC/CO of the base authorising
entry will be required).
The
following areas are responsible for issuing of ADF
identification cards:
- The Defence Orientation Centre (DOC), CP4 Foyer, Campbell Park Offices;
- R1-foyer Russell Offices;
- The Australian Defence Force Academy (ADFA) (ADFA personnel only); and
- The Royal Military Collage Duntroon (RMC).

Issue of the ADF Drivers Licence

R1 foyer, are responsible for the issue of the
ADF Drivers Licence. Members must be in possession
of a completed form AD050 - Authority to Issue an ADF Licence, certified
by a recognised Driver Testing Officer and Licence
Certifying Officer
It is essential that personnel ring
the respective DOC Office to ascertain the equipment
availability and if special arrangements need to be
made for times other than those detailed below. The

Hours for issue of ADF ID Cards and ADF Licences
- Campbell Park: Mon to Thur 0830 - 1700 hrs and
Fri 0830 - 1630
- Russell Offices: Mon to Thur 0830 - 1700 hrs
and Fri 0830 - 1630
Dress Requirements
Personnel are reminded that they are
required to be in uniform Dress of the Day for ID
photographs. Members who require the issue of a retired
members ID card must be dressed in civilian attire.
Building Access - Russell Offices and Campbell Park Offices
ADF Personnel posted to Russell or Campbell Park are required to attend the Defence Orientation Centre (DOC) (R1-G) or (CP4-G) for their ID Card to be coded for access to Russell/Campbell Park Offices.
Interstate members or Reservists with a Service ID Card who require regular access to Russell and/or Campbell park, will need to arrange sponsorship through the Unit Security Officer (USO) or Management of the area they are visiting (sponsor needs to be based within Russell or Campbell Park Offices). Sponsorship, along with supporting justification, will need to be forwarded to the Defence Security Authority ACT/SNSW office for approval. Once approval has been granted personnel will be required to take their existing ID to the DOC for encoding.
