Origins of the DLB
In spite of significant reform over recent years, Defence's organisational capacity to analyse education and training needs and evaluate outcomes has diminished. This diminishing capacity, and many other issues, was addressed as part of SRP. As a result, KPMG has been assisting Defence with the establishment of a new DLB and this organisation has been formally launched as part of the ADC within the VCDF group in March 2012.
The new DLB will drive Defence wide reform and develop the Defence Learning Environment through integrating existing and developing new enterprise-level systems, policies, doctrine, standards, processes, procedures and governance frameworks.
As a result, DLB will:
- Specify how people will learn in a future Defence environment.
- Develop enabling systems to underpin access to learning and assessment at a time and place to suit the learner and Defence.
- Generate and drive longer-term reforms.
DLB Mission
The DLB skills the Defence workforce by setting strategic direction, co-ordinating and delivering joint, Common and APS education and training.
