What
will occur during Exercise PACIFIC PROTECTOR 06?
PACIFIC
PROTECTOR 06 will involve a cooperative air interception and ground
based activities around Darwin.
The exercise
scenario involves the Australian Government learning an aircraft flying
over Australia is carrying illicit cargo of proliferation concern.
The aircraft
is flying to the fictitious state of Kamaria, where intelligence suggests
a front company will re-export the goods to a state based WMD program
in a nation of proliferation concern.
In the
live exercise component of PACIFIC PROTECTOR 06, a passenger aircraft
carrying exercise volunteers will be met and identified by Royal Australian
Air Force F/A-18s and escorted to Darwin International Airport.
When the
aircraft lands, its passengers and cargo will be quarantined and searched
by agencies including the Australian Customs Service and the Australian
Quarantine and Inspection Service.
PACIFIC
PROTECTOR 06 will also include table top activities, which will focus
on the legal, diplomatic and administrative responses to a proliferation
incident, as well as background briefings on the PSI.
Why
was Darwin chosen to host PACIFIC PROTECTOR 06?
Darwin
has the appropriate defence and civilian facilities to host an exercise
of this type.
RAAF Base
Darwin will host ground based activities for the live exercise.
Other PACIFIC
PROTECTOR 06 activities and meetings will occur at Defence bases in
and around Darwin.
Who is managing PACIFIC PROTECTOR 06?
The Department
of Defence has the job of leading the planning and management of PACIFIC
PROTECTOR 06 in close consultation with a large number of organisations,
particularly the Department of Foreign Affairs and Trade, Australian
Customs Service and Northern Territory Departments and Agencies.
Will
there be extra security at defence facilities in Darwin as international
representatives attend the exercise?
Security
at Defence facilities is maintained at an appropriate level at all times.
Is
Exercise PACIFIC PROTECTOR 06 designed to send any particular country
a message?
The PSI is a global initiative. Exercise PACIFIC PROTECTOR 06 is not
aimed against any specific country or non-state actor.
Will
the public be able to watch the exercise?
The general
public will not be granted access to watch the exercise. This is for
safety and security reasons, however there will be media coverage of
the Exercise.
