Major Capital Facilities (MCF) Program

The MCF program is a management tool for planning for capital facilities projects and is a live document under continual review in the context of Government strategic priorities for the Defence estate.

The MCF program is a ten year plan for capital facilities projects relating to the Defence estate and infrastructure. It is primarily a plan for ongoing reinvestment in the current estate, however Infrastructure Division also delivers the facilities elements of Defence Capability Plan equipment projects.

It is composed of two elements:

  • Infrastructure Development Plan: The Infrastructure Development Plan is a forward plan of capital facilities projects that have not yet been approved.

The MCF Program is delivered through two mechanisms:

  • Capital Facilities Projects: A capital facilities project is the delivery of a facilities option by Defence in order to meet a Defence requirement. Capital facilities projects are further divided into two categories:
    • Major Works are facilities projects valued at $15m or over. These projects are delivered through Infrastructure Asset Development Branch.
    • Medium Works are facilities projects which are valued at less than $15m. These projects are primarily delivered through Infrastructure Asset Development Branch, although some are delivered regionally through DSG regional offices.
  • Acquisitions and Disposals Capital: Acquisitions and disposals activities may at times require capital funding.
