DEQMS e-Quality Manual

The Defence Estate Quality Management System (DEQMS) is the Defence Support and Reform Group’s (DSRG) mandated quality system for the management of the Defence Estate. The issuing authority for DEQMS is Head Infrastructure (HI) as the portfolio adviser for Defence estate policies. Individual web pages within the DEQMS have a designated Sponsor. The Sponsor is also referred to as the Technical Authority (TA). The Subject Matter Expert (SME) is responsible for developing and maintaining published content within the DEQMS structure.  The TA is responsible for approving all published content drafted by the SME. The Defence Estate Quality Management System - DEQMS Team is responsible for coordinating, maintaining and improving the quality of information available on the DEQMS on behalf of Head Infrastructure and the Infrastructure Governance Branch. The DEQMS has been certified since 2005 and meets the AS/NZS ISO 9001:2008 international quality management standards to provide a:

  • platform for continuous improvement, compliance and achievement of best practice in developing and managing the Defence Estate and related Services;
  • set of core policies, procedures and business support tools that cover the planning, development, delivery and disposal stages of the asset life cycle; and  
  • direct benefit to Defence via its contribution to cost and risk management.

 The DEQMS e-Quality Manual was developed to reflect the links between applicable AS/NZS 9001:2008 Standard clauses and the DEQMS to understand:

  • applicable AS/NZS ISO Clause(s) content and their application to the DEQMS via graphical representation (see Fig below); and
  • non applicable AS/NZS Clauses to the DEQMS.

The scope of the certification is:

The planning, development, delivery and disposal (excluding operations and maintenance)
of Defence Estate assets to support Defence capability
