The role of the DEC is to focus on the development of Defence’s enabling infrastructure and related services. The DEC will:

• review all major proposals for capital investment in infrastructure;
• review those infrastructure proposals of strategic significance or related to capability development proposals, and
• review the through life cost implications of infrastructure investment proposals, including garrison support, information, computing and communications support, and facilities maintenance, but excluding maintenance and logistics.

  The DEC will focus on:

  • alignment with the Defence Capability Plan or other portfolio priorities, including but not restricted to living-in-accommodation, occupational health and safety, preparedness, security, force disposition, industry policy and workforce panning;
  • a whole of life perspective (encompassing facilities; information systems; and environmental, garrison and base support considerations);
  • options for project funding:
  • value for money;
  • ecologically sustainable development and heritage items;
  • risk management; and
  • capability, cost, and schedule.
