Notice of Proposed Rule Making

Rule making is the internationally recognised process through which regulations (in particular, Government regulations) are amended. The rule making process is primarily concerned with providing adequate public (customer) consultation with proposed changes before they become authoritative (law).

Chief of Air Force (CAF) has delegated Director General Technical Airworthiness (DGTA) as Technical Airworthiness Regulator (TAR). The ADF Technical Airworthiness regulatory framework is promulgated in AAP 7001.053

Technical Airworthiness Management Manual (AM1)

(TAMM) Section 2. Amendments to these regulations will be required from time to time, and the TAR has, as required by Regulation 1.1.2, adopted a consultative approach to development and implementation of regulatory change. Since the regulations are promulgated in a publication and not at Government level, the ADF Technical Airworthiness rule making process has been simplified and streamlined from normal Government practice.

The ADF Technical Airworthiness rule making process has been adapted from the Civil Aviation Safety Authority (CASA) Notice of Proposed Rule Making (NPRM) system. It ensures that adequate consultation is conducted, and that regulatory change is managed so that it does not adversely impact operators and maintainers.
