Introduction
Investment Analysis Branch (IA) provides independent analysis and review of capability issues, including the overall balance of investment in current and future capability; the future structure of the ADF; major investment proposals; preparedness; and priorities.
The Branch prepares the agendum papers for the DCC and produces the Ministerial and Cabinet Submissions for MCE project approvals. IA manages the unapproved component of the MCE Program (the DCP), including development of budget estimates, transfers of approved funds, and the provision of information required for statutory and other reporting purposes. It provides advice to the DCC and DCIC on the overall affordability and alignment of the unapproved MCE Program with Government endorsed capability and financial guidance.
Assistant Secretary Investment Analysis (ASIA) is the secretary of the DCC. IA Branch is divided into four sections:
- Program Analysis - DPA section is responsible for programming and analysis of the forward unapproved MCE Program and provides support for the generation of the DCP for Cabinet. The key role of the section is to ensure that the Program is aligned with articulated capability priorities, affordable and achievable. DPA also produces the Key Defence Asset Review annually for the DCC and provides external and internal reporting and briefing material on planning and budgeting issues relating to major equipment investment projects.
- Air/Land Warfare - Air and Land Warfare section covers proposals for investment in new air and land warfare-related major capabilities.
- C4IS - C4IS section covers proposals for investment in new major capabilities in the Command, Control, Communications, Computing, Intelligence, Surveillance spheres.
- Maritime Warfare - Maritime Warfare section covers proposals for investment in new maritime-related major capabilities.
