Capability Development

Head Capability Systems Division (HCS) manages the capability development through the DG's of Maritime, Land and Aerospace Development Branches with First Assistant Secretary - Capability Investment and Resources Division (FAS-CIR) managing the major investment program required for acquisition.

Options Review Committee

Together, CCDG, HCS and FAS-CIR make up the Options Review Committee (ORC) - Also known as the 'Troika'. The committee meets early in the needs phase to consider initial analysis and assessments on ways to overcome identified capability gaps and endorses those projects to be considered for entry into the DCP. The committee provides broad advice early in the requirements phase on the options set that are pursued to first pass approval.

Capability Development Board

The Capability Development Board (CDB) comprises the Head, Capability Systems Division (chair); the four Capability Systems Director Generals; and invited members including Chief Capability Development Group and representatives from Defence Science and Technology Organisation, Defence Material Organisation and Directorate of Trials. This board is a mechanism for ensuring quality control of project development within Capability Systems Division and for approving project documentation prior to the presentation of capability development proposals to Defence committees and to government for approval.
