What is JCTC?

The Joint Combined Training Capability (JCTC) is a combined Australian / US initiative designed to enhance high-end bilateral training, increase and measure operational capability, improve interoperability, and facilitate capability development.

To achieve this the JCTC is to create an enduring architecture that links Australian and US HQs, units, training areas and training management systems (live), constructive simulations and virtual simulators worldwide, into a single high quality training experience.

JCTC Overview

As the initial phase of the JCTC, Joint Project 2098 is to deliver an initial operating capability (and US proof of concept) in support of Exercise Talisman Sabre 2007. The initial operating capability is to:

  • Establish a Joint Network for Experimentation, Simulation & Training (JNEST)
  • Establish persistent connectivity between the JNEST and the US Joint National Training Capability (JNTC)
  • Develop joint synthetic training environment that links selected Live, Virtual and Constructive simulation systems
  • Develop Exercise Control Management Information System to support exercise planning, conduct and evaluation
  • Enhance live range facilities at SWBTA through the construction of an Exercise Control Facility and an Urban Operations Training Facility

Simulation and Support System

JCTC will enhance joint and combined training using a networked approach to training. The network is an architecture that links training management systems, training areas, simulators, headquarters and units. The network allows the interaction of live instrumented forces with virtual and constructive simulations (LVC).

LVC enables live instrumented land forces to interact with live instrumented aircraft, virtual simulators and constructive simulations. JP2098 will integrate the following ADF systems to the network:

  • Land 134 Live Instrumented System
  • Air Combat Maneuvering Instrumentation (ACMI)
  • Hornet Aircrew Training System (HACTS)
  • Maritime Warfare Training System (MWTS)

Constructive simulation can be played through the simulation backbone from Australian Defence Force Warfare Capability (ADFWC), or as far a field as the Joint Warfighting Capability (JWC) in Virginia, USA.

Facilities

JP2098 facilities include an Exercise Control (EXCON) facility and an Urban Operations Training Facility (UOTF) at SWBTA.

The EXCON building is a large reconfigurable work area designed to host a wide range of exercise control elements and C2 systems including the JNEST.

The UOTF is representational of a complex, non-culturally specific urban environment. The facility will enable combined teams to train for offensive and defensive operations in a variety of terrain and building configurations. The facility will be instrumented with internal and external tracking systems compatible with Land 134 and is capable of facilitating live force-on-force training. The facility will be complemented by an adjacent live-fire Urban Assault Range.

UOTF Update

The UOTF is in the final stages of construction in preparation for use during Exercise Taliman Saber 07. This facility will provide troops with a highly realistic experience which substancially enhances the value of training for operations in urban environments.

In the lead-up to Exercise Talisman Saber 07, LTCOL Peter White of the JCTC Project Team shows US personnel through the UOTF at Shoalwater Bay Training Area in Central Queensland. The 'rubble precint' shown represents an urban area that has been substancially damaged in conflict.

JCTC Enabling Study

JCTC Project Office in partnership with USPACOM and JFCOM is conducting a study into the future of the JCTC concepts and capability in Australia beyond Exercise Talisman Sabre 2007. The results of the study are due for release early in 2007.
